III. Hydrologic Balance <br />A. Water Quality Standards and Effluent Limitations <br />1. The Division approves small area exemptions (SAE'S) from use of sediment <br />ponds due to the limited size of the area and due to the fact that ponds and <br />treatment facilities aze not necessary for the drainage to meet [he effluent <br />limitations of Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams and also due to the fact that no mixing of <br />surface drainage with a discharge from underground workings will occur. The <br />small areas to be exempted are topsoil piles located along the roads, the large <br />topsoil pile on the eastern edge of the disturbed azea, the office area, and the <br />service area. (4.05.2(3)(b)(I)) <br />B. Diversions and Conveyance of Overland Flow <br />The Division does not approve of the use of an asphalt or concrete lining for a <br />permanent diversion. (4.05.3(2)) <br />C. Stream Channel Diversions <br />Riprap channel lining is proposed for use to control erosion. The Division <br />approves this method of channel protection since it is necessary to control <br />erosion, it provides stability, and will require infrequent maintenance. <br />(4.05.4(2)(a)) <br />The permanent diversions shall make use of artificial structural controls in <br />order to allow them to remain in dynamic equilibrium with the drainage basin <br />system. The Division approves the use of such structures. (4.05.4(4)(b)) <br />D. Sedimentation Ponds <br />The Division does not propose to approve the submittal of reports required by <br />Rule 4.05.6(13) on other than a quarterly basis. The report submittal is <br />quarterly. <br />2. Alternative design criteria and specifications have not been approved for use <br />in sediment pond design and/or construction at this time.
