III. Hydrologic Balance
A. Water Quality Standards and Effluent Limitations
1. The Division approves small area exemptions (SAE'S) from use of sediment
ponds due to the limited size of the area and due to the fact that ponds and
treatment facilities aze not necessary for the drainage to meet [he effluent
limitations of Rule 4.05.2 and applicable State and Federal water quality
standards for receiving streams and also due to the fact that no mixing of
surface drainage with a discharge from underground workings will occur. The
small areas to be exempted are topsoil piles located along the roads, the large
topsoil pile on the eastern edge of the disturbed azea, the office area, and the
service area. (4.05.2(3)(b)(I))
B. Diversions and Conveyance of Overland Flow
The Division does not approve of the use of an asphalt or concrete lining for a
permanent diversion. (4.05.3(2))
C. Stream Channel Diversions
Riprap channel lining is proposed for use to control erosion. The Division
approves this method of channel protection since it is necessary to control
erosion, it provides stability, and will require infrequent maintenance.
(4.05.4(2)(a))
The permanent diversions shall make use of artificial structural controls in
order to allow them to remain in dynamic equilibrium with the drainage basin
system. The Division approves the use of such structures. (4.05.4(4)(b))
D. Sedimentation Ponds
The Division does not propose to approve the submittal of reports required by
Rule 4.05.6(13) on other than a quarterly basis. The report submittal is
quarterly.
2. Alternative design criteria and specifications have not been approved for use
in sediment pond design and/or construction at this time. (4.05.6(11))
E. Acid-forming and Toxic-forming Spoil
No specific approvals aze ganted under this section.
F. Impoundments
16
