-a- <br />2.05.4(2)(d) Topsoil Storage and Distribution <br />See comments under 2.05.3(5}. ~/ ) ~ <br />2.05.4(2)(e) 4.15 Revegetation ,S ~ru~ ~~~~ ~~~ <br />1. It is stated in various portions of the revegetation plan that the post mine <br />land use of wildlife habitat will be supported by planting of species which <br />are palatable and nutritous to wildlife. However, due to the small acreages <br />involved, proximity to the highway, and the minimal impact on deer and elk <br />populations, it should be noted that the major concern of the Division with <br />respect to the revegetation plan will be site stabilization following cessation <br />of operations. The revegetation plan and proposed seed mix will be evaluated on <br />that basis. <br />2. The applicant indicates the proposed seed mixture would be subject to avail- <br />ability. The Division will review the revegetation plan on the assumption that <br />all of the species will be available. <br />3. WSC should indicate the specific season of the .year during which seeding <br />will take place. <br />4. On page 2.05-53 it is stated that slopes steeper than 30~ will be hydromulched, <br />but on page 4.15-2 a straw-hlower is proposed to apply straw mulch nn those sites. <br />lJhich method will be used? "How will weed free straw mulch be obtained?" , <br />5. WSC must specifically state that reference areas will be used to evaluate <br />revegetation success or propose a specific alternative as required by 4.15.3. <br />6. The method IJSC proposes for evaluating species diversity should be specified. <br />7. Does IJSC plan to request a lesser density of vroody plants? If so, some specific <br />lesser density should be proposed, and a discussion of the effect on post mine land <br />use should be submitted. riven the high density of oak over mulch of the permit <br />area, the difficulty of achieving such densities and the benefits of predominately <br />herbaceous revegetation in terms of habitat inerspersion and erosion control, <br />such a request would seem applicable in this situation. <br />8. Size of quandrats to 6e used for estimations of shrub density and cover in the <br />oak reference and reclamation areas should be specified. The applicant is reminded <br />that sample adequacy will have to be met in the reference area, as well as the <br />reclaimed area. The applicant should carefully evaluate the sampling plan in this <br />light. See comments under the Vegetation Information section in this letter. <br />2.05.4(2)(f) Disposal of Debris, llcid and Toxic Forming Methods <br />WSC should provide a plan for handling all debris which might constitute a fire <br />hazard and specify the location of the disposal site. <br />2.05.4(2)(8) Sealing of !Dine Openin s <br />Sections appear complete. <br />2,05.5 Post Plining Land Use <br />WSC should submit a copy of the coininents concerning nost mine land use 6y legal <br />or equitable owner of the surface and applicable state and local government <br />
