-7- <br />sedimentation pond design drainage. This pond is evidently the same as the <br />West Mine Sediment Pond shown on Exhibits 2.05.3-B and 2.05.3-E. Please <br />provide clarification. <br />16. Much of the 1Jest I~ine area south of railroad tracks is not drained into a <br />sediment pond. IJSC must provide sediment ponds for these areas or apply for an <br />exemption in writing stating areas to be exempted, and justification for the <br />exemption according to the requirements of 4.05.2(3). <br />2.05.3(5) Topsoil (Removal and Storage) <br />1. On page 2.05-40, no mention is made of topsoil to be salvaged from the intake <br />shaft area. Does 4JSC indeed propose to salvage topsoil from this area as indicated <br />in other parts of the application? See coininents regarding the stoek~pile under <br />the discussion of sediment control for the intake shaft, Topsoil volume pro- <br />jections should be based on sample(s) requested in the soils resources section <br />of the letter. <br />2.05.3(8) Coal Processing 4laste and Non Coal Processing 4laste <br />IJSC states on page 4.10-1 that "until the slurry system is approved, the refuse <br />disposal at the Delta County landfill will be used". On page 2.05-13 it is stated <br />that coal waste used to be hauled to the landfill, but is now disposed of under- <br />ground in the East Portal Abandoned workings. Please clarify. <br />2.05.3(9) Underground Development Waste <br />On page 4.09.1 it is stated that development waste not required as backfill will <br />be placed in a designated disposal site within the permit area. Does WSC expect <br />excess development waste? If so, the specific plan for and proposed location of <br />the disposal site should be submitted. <br />2.05.3(10) Return of Coal Processing 4laste to Abondoned Workin s <br />The slurry waste disposal system has not been reviewed by the Division in detail <br />at this time. Comments are forthcoming. <br />2.05.4 Reclamation Plan <br />No comment during the preliminary adequacy. <br />2.04.4(2)(a) Timetable <br />Adequate a <br />2.05.4(2)(b) Reclamation Cnst <br />Section appears complete; detailed analysis has not been completed. <br />2.05.4(2)(c) Backfilling and Grading <br />'Exhihit 2.05.4-E shows the reclamation plan for the proposed ventilation shaft, <br />including the access road. Modifications since the original design have eliminated <br />the road and changed the shaft location slightly (as shown in 2.05.3-D). 2.05.4-E <br />should be modified to be consistent with the revised design. See comment 13, <br />Sediment Control at Air Intake Shaft, listed under 2.05.3(4),' <br />
