-g- <br />agencies as required by 2.05.5(b). <br />2.05.6(2) Fish and lJildlife Plan <br />41SC should provide a written statement detailing the stream restoration techniques <br />and structures that are proposed along the section of the North Fork of the <br />Gunnison within the permit area. <br />2.05.6(3) Protection of the Hydrologic Balance <br />1. A specific plan for the collection, recording, and reporting of ground and <br />surface water quality and quantity which will meet the standards of 4.05.13 is <br />required. In addition to the location of sampling sites provided on page 2.05-60 <br />and the hydrologic monitoring map, the plan should de tail ssampling methods and <br />frequencies and briefly discuss analyses to be performed. For examp9e, if certain <br />parameters are to be tested in the field, the methodology should be included in <br />the plan. <br />2. The monitoring plan should he designed to substantiate 41SC's assessment of <br />both short term and long term hydrologic consequences on both surface and ground <br />water systems in the permit and adjacent area. l•1SC should explain how the <br />monitoring plan will achieve this objective. <br />2.05.6(5) Surface PQining Plear Underground Mining <br />Not Applicable <br />2.05.6(6) Subsidence <br />1. The subsidence monitoring program proposed within the application will have <br />to be amended to include the monuments shown on Figure 4.20.1-A paralleling <br />State highway 133. In addition the application references the possible installa- <br />tion of survey monuments above the longwall portions of the mine. Such monuments <br />should be installed and included on a plan. <br />2. 41SC must describe the installation of its survey monuments to be used for <br />subsidence observation. These monuments must be permanent and capable of resist- <br />ing damage by normal traffic or climatic extremes. <br />3. Past generations of 4JSC's subsidence control plan for the Hawks Nest mine <br />included steel arched supports within the portals driven beneath highway 133 at <br />the east mine portal. Reference is now made to steel arch support in the exist- <br />ing portal within the control plan on page 4.02-4 of the permanent permit appli- <br />cation. However, the application does not propose to install steel arch support <br />in the additional proposed entries to be driven beneath that highway. <br />If 1JSC intends to rely upon roof bolting to maintain roof control and prevent <br />subsidence in these additional entries, the survey monuments pictured in Figure <br />4.20.1-A will have to be installed prior to excavation of those entries. if any <br />subsidence were detected in subsequent monitoring of the survey monuments installed <br />along that highway LJSC will be required to install appropriate steel arch support <br />and to repair damage to the highway initiated by subsidence events.
