• The entire processing plant area including the thick loadout area and a small <br />substation will be new development. This facility will disturb about 4.7 acres. <br />• The rail loadout facilities including the installation of new railroad track (about <br />9,400 feet, total length) and associated road access will be constructed on about 16.6 <br />acres of largely undeveloped ground. Note that the cooling tower, located to the east <br />of the rail loadout, is an existing structure. The track located between the rail <br />loadout storage silos and the processing plant is entirely nezv track and bed and is <br />about 2,600 feet in length. This track will be used for railcar storage and switching. <br />Portions of two of the tracks to the south of the silos are existing, but will be <br />widened to accommodate an additional third track that will be about 3,700 feet in <br />length. One of the existing tracks will also be lengthened by about 2,600 feet and the <br />other existing track will be lengthened by about 500 feet. The 16.6 acres of <br />disturbance mentioned above includes all of the railroad track adjustments. <br />• A stormwater retention pond will be located near the southeast corner of the site. <br />This pond will be about 1.1 acres in size, depending on the final sizing requirement <br />for stormwater drainage. The pond will be located on undeveloped ground and will <br />have a total disturbance of about 2 acres. <br />• An additional storage pond will be needed to store purged water from the <br />processing equipment. This pond is referred to as the MVR purge pond and will <br />have a surface area of about 21 acres with a total disturbance of 33 acres. This pond <br />will be locateYl on an undeveloped area north of the evaporation pond. This pond <br />will be double-lined with FIDPE with a geonet membrane between the Liners that <br />will drain to a sump and automated pumpback system to control leakage. <br />In addition to the above items, the following refurbishment or redevelopment will <br />occur. <br />• A topsoil stockpile will be located on the east end of the facility. This is the same <br />Location used by UNOCAL for their topsoil stockpiling. The stockpile area will be <br />about 5.1 acres in size and will be fenced. <br />• A zuuter storage pond zuiil be located to the west of the topsoil stockpile. This <br />pond will be used to store makeup water (freshwater) from the water delivery <br />system (i.e. the Colorado River water rights) prior to treatment and use by the <br />project. This location zoos previously a three pond system in UivOC~=1L's operation. <br />The area will be regraded and bermed to accommodate the new pond. The pond <br />will be about 2.8 acres in surface urea with a total development urea of abos~t 4.5 <br />acres. The pond will have a clay liner. <br />2 <br />
