Parachute Site -Based on a discussion with Larry Shults, the EIS will analyze the <br />"preferred site". The EIS cannot analyze the entire azea shown on Figure 1-2H. If American <br />Soda would prefer the EIS to analyze specific, alternate sites, then specific information on the <br />project site components, size, etc. would have to be provided for the impact analysis. <br />Proceed on the basis that the preferred site is the location for the lower plant. <br />2. Additional information on the "preferred site" is needed such as azea to be developed, <br />project components, what happens to the remainder of the land and facilities, etc. <br />The lower plant site is the existing UNOCAL Parachute refinery facility. Most of the <br />utility, steam generation, water treatment, and cooling tower equipment areas of the <br />facility will be reactivated as will be the ancillary buildings and railroad spur on the <br />site. A revised drawing (02-G-002B) of the site from Kvaerner Metals was provided <br />on our FTP site and a hard copy is attached. <br />Many of the previous structures have been removed by UNOCAL (e.g., piperacks <br />and hydrocarbon processing structures). Most of the existing buildings will be tesed <br />by American Soda. A description of facilities from Kvaerner Metals is attached for <br />your reference. American Soda's operation will involve some construction of new <br />facilities. The entire area on which the new facilities will be constructed has been <br />previously disturbed to some extent as part of UNOCAL's development. In order to <br />reasonably discuss "new development/disturbance" at the Parachute Site, we have <br />considered those areas that may have had some disturbance in the past but do not <br />currently have a concrete pad, road, or other such direct development as "new <br />development". These areas include weed fields and vegetated areas in and around <br />the existing development. <br />Those facilities that will entirely or partly constitute "new development" are <br />su,n,narized below. The facilities can be found on Kvaerner's drawing 02-G-002B. <br />Note that the Parachute Site will include four (4) ponds. <br />• The constriction laydozun area is ,nostly located on an existing concrete pad. <br />However, about 3.2 acres of the lnydown Wren is located on undeveloped ground. <br />Because the area will be used for constriction lnydozun and prefabrication, clenring <br />and leveling for work areas and materials storage n,ay occ:~r over all of the 3.2 acres. <br /> <br /> `.;; ~,,: <br /> <br /> <br />I <br />
