• The evaporation pond si<e has chnnged. The evaporation pond will have a <br />surface area of about 25 acres with a total disturbance area of 24 acres. UNOCAL <br />previously had two ponds at this location and the area will be regraded and berrned <br />for the new pond. As szrch, the evaporation pond will not constitute new <br />disturbance. This pond will be double-lined with HDPE with a geonet membrane <br />between the liners that will drain to a sump and automated pumpback system to <br />control leakage. <br />3. Section 1.3, page i-2 -Pipeline Routes -When will the final route be decided? Additional <br />information that is needed includes length, steepness, engineering feasibility, engineering <br />investigations that will be made, rationale for selection of a preferred alternative. We need the <br />final pipeline route before we can finalize figures and complete the impact analysis. Otherwise, <br />we will have to present all three alternatives with a separate impact analysis for each resource. <br />4. Section 1.4, page 1-3 -What is the amount/acreage of existing disturbance for the test <br />mine facility? What, if anything will they do with the existing evaporation/storage pond? <br />The test mine facilities and activities have been permitted for approximately 13 acres <br />of disturbance. Of that, approximately 11.5 acres have been disturbed to date. The <br />future use of the existing evaporation/storage ponds is discussed in several places in <br />the Mine Plan (see Section 4.3 (page 4-5), Section 8.2 (page 8-9), Section 8.3 (page 8- <br />13), Section 8.6.4 (page 8-24)/. The existing ponds will remain in place and will be <br />used as emergency storage in the event that the well field piping should need to be <br />drained. In the event that the lines are drained due to some operating problem and <br />upon correcting the problem, the fluid in the ponds would be recovered and <br />pumped back into the system for processing. <br />5. Section 1.4, page 1-3 -The EIS needs to include a complete list of major permits including <br />the permit name and issuing agency, what the permit is authorizing, and the applicable project <br />component for federal, state and locale agencies. Please provide this information. <br />This information zoos provided in our email of 9/15/98 <br />6. Section 1.5, page 1-4 - "The project will have an average...an existing intake..." From the <br />description, it is assumed that a suitable water pipeline is in place and is not part of the project <br />(no improvements needed). Is this true? What about maintenance? <br />The UNOCAL facility Iras two water supply systems in place. One from four wells <br />located on the plant property and the second is the river withdrawal facility on the <br />Colorado River south of the town of Parachute, CO. Bot{r systems will be <br />reactivated and maintained. There are no major modifications to the systems <br />planned beyond reinstalling the pumping and electrical equipment, and site <br />cleanup. Future maintenance to this type of equipment is expected to be minimal. <br />3 <br />
