EDNA MINE - 1993 EROSION INVENTORY REPORT <br />OVERVIEW <br />Section 4.3 of Permit No. C-80-001 requires an annual erosion <br />inventory of the Edna Mine's permanently reclaimed lands that <br />remain under bond. The permit requires that an inventory report be <br />submitted to the CDMG on or before April 30th of each year. With <br />your verbal permission, this report is being submitted prior to May <br />30, 1993. The first erosion inventory report of this process was <br />done in the spring of 1992 since approval of the permit section <br />containing this language was not granted until after snowfall in <br />1992. Since this second survey was conducted fairly soon after the <br />first (Fall of 1992) little change was noticed in the reference <br />areas. Two areas not previously detailed were added to the <br />inventory. Block 1 of the Moffat Area reclaimed area is a live <br />handled topsoil area that will not receive a reclamation seed mix <br />in order to test the effectiveness of live handling roto-cleared <br />topsoil in re-establishing native plant species. This block is the <br />eastern most topsoiled area in the reclaimed Moffat Area. Block 2 <br />of the Moffat Area reclaim is the second new area detailed. This <br />block is also live handled roto-cleared topsoil, but will be seeded <br />as discussed in the current permit document. This block lies <br />between the middle and lower haul roads accessing the Moffat pits. <br />Areas permanently reclaimed that are required to be inventoried <br />under the plan include the reclaimed areas to date at the southern <br />end of the Moffat Area, an approximately 10 acre strip in the South <br />of Shop Area and areas permanently reclaimed on West Ridge. The <br />west Ridge areas are currently exempt from inventory requirements <br />pending construction of runoff control structures required by the <br />West Ridge Hydrologic Reconstruction Plan. Three sections in the <br />West Ridge Area were voluntarily evaluated, and are included in <br />this report for future evaluation of the effectiveness of the West <br />Ridge Hydrologic Plan's success. Results of the inventory are <br />described below. The inventoried areas are referenced to Exhibit <br />1 of the 1992 report. <br />INVENTORY METHODS <br />Pedestrian and vehicular surveys of permanently reclaimed areas <br />were conducted to inventory erosion features. Individual features <br />and entire sites were evaluated as outlined in Section 4.3. The <br />existing condition of the single concentrated flow feature, <br />identified in the 1992 report in the South of Shop Area, was <br />documented using method (1) ("Cross-Section Survey") outlined in <br />Permit No. C-80-001 on page 4.3-19. This part of the survey was <br />conducted in May of 1993 because early snowfall toward the end of <br />the overall survey, conducted in the fall, prohibited access to the <br />area without causing damage to vegetation.
