Meeting of November 26, 1996 Page 2 <br />•A 100-year design for the culvert in Sylvester Gulch should be considered. <br />•The stability analyses of the RPE should be done with both a clay liner and an I-IDPE liner, as it <br />has not been determined which one will be utilized. <br />•A simulation of how much coal waste and when it will be generated should be completed to <br />determine how the cut in Phase I will be constructed and buttressed. Tun expressed a concern <br />regarding the stability of the cut on the west side that will be 80 feet. In addition, the timing and <br />amount of fill that will be generated from the RPE site preparation for the Sylvester Gulch <br />construction should be evaluated and a range diagram prepared for this activity. <br />•The clean water ditch that will be located immediately above the working area should be placed <br />some distance (at least 20 feet) above the area. <br />•The drainages that will receive water from the clean water diversions should be examined to <br />ensure that excessive erosion of the drainage channel will not occur. <br />•Tun recommended that the cuts should be benched. <br />•Tun and Dave noted that the final configuration of the RPE includes a 500 feet slope length. <br />Sediment control and erosion control during final reclamation should be addressed. <br />•Tun expressed a concern regarding the stability of the area which has been designated as <br />topsoiUsubsoil storage on the north side of the highway. <br />•Given the rate of waste generation and the potential for selling the waste, Tim recommended that <br />MCC consider reclaiming the pile during various stages (i.e. the pile never reaches Phase ~. <br />•The underdrain sizing is acceptable, but MCC must present a logical plan and MCC must <br />monitor the performance of the drain Tw stated the cumulative size of all underdrams has been <br />accepted at other operations as meeting the rule specifications. <br />•As the underdrain will be constructed in phases, MCC must control sediment load into the <br />exposed portion of the underdrain. <br />•MCC should address the location of the water table and whether or not the pile will cause it to <br />rise into the pile. Also, it should be noted that the water table will be well below the Phase I <br />grade. <br />Sylvester Gulch PR Application Review <br />•Dave said the application would be deemed complete as of Tuesday, November 26, 1996. <br />•Dave said that four people on the staff would be reviewing the application and they are planning <br />to send an adequacy letter by the end of December. <br />•Dave talked with Mike Ward of the USFS and Larry Kline of OSM to alert them of the <br />application. Ike Ward was awaze of the application as MCC had presented a copy of the <br />application the previous week. Larry Kline detemuned that there would be no mine plan action <br />by OSM, but they maybe involved in the review process. <br />•MCC then went over the main facilities proposed to be constructed using a larger scale facilities <br />map. <br />
