Meeting of November 26, 1996
Subsidence Monitoring TR Pre-Submittal
Page 3
•MCC presented the current approved subsidence monitoring plan and the plan that was proposed
in the Apache Rocks Permit Revision.
•MCC expressed the desire to submit an apphcation to eliminate monitoring of the subsidence
grid and utilize photogrammetric methods to measure subsidence over a much larger azea.
.Tim stated that MCC has shown the mechanics of the overburden and hydrologic responses from
subsidence with the current grid and believes that traditional grids are no longer needed at West
Elk Mme.
.Tim recommended having a few photo control points within the area conventionally surveyed for
reference.
.Tim also recommended that a statistical analysis on the error with aerial photogrammetric
surveying versus conventional surveying be included in our revision application.
.Tim recommended that the monuments for the grid remain in place for the time being.
Box Canyon PRPre-Submittal
.Wright Water Engineers (WWE) presented the main issues in regards to the Box Canyon permit
revision application which include: block movement, fracture controlled drainages, and landslides
near the mouth of Box Canyon. Tun indicated that W WE's analysis and presentation of each
issues was on the right track.
.Tun recommended that MCC's subsidence control plan for Box Canyon include a visual
monitoring program, as some of the fractures may not close immediately and depending on the
location, safety precautions maybe necessary.
PHC TRPve-Submittal
•W WE discussed the elements in the Work Request to update the PHC.
.Tim mentioned that the Somerset Mme had a very warm water inflow near Hubbazd Creek.
•Milce asked that MCC quantify the inflows.
.Dave recommended that tfie PHC update include: delineation of water elsewhere in the mine, a
discussion of any Bumping that has occurred and where the water is going, ap estimate of the
inflow, how the water will be managed, where the water is coming into the mine, impacts to
users, impacts on quality (ground and surface water), if the mine will perpetually discharge,
impacts to Bear #3 Mine, effects on NPDES permit, TDS loading projections on the North Fork,
impacts to surface drainage control system, and how these changes effect past approvals.
.Tun recommended that it maybe helpful to calculate how much water has come out of the fault.
South of the Divide PR Pre-Submittal
