the affected juniper woodland communities at Munger Canyon Mine and <br />McClane Canyon Mine was combined to yield satisfactory baseline data for <br />woody plant density for the juniper woodland community. Stipulation <br />No. 10 to the March 4, 1982 findings document is considered resolved. <br />The Division has reviewed the McClane Canyon Mine revegetation plan and <br />revegetation criteria (Sections 3.4 and 4.5.12 of Volume I of the <br />application). In the original permit application, the applicant proposed <br />a variance from baseline woody plant densities for the greasewood <br />shrubland and the shadscale shrubland, but did not provide justification <br />for the proposed stocking level. As a result, the Division attached a <br />stipulation to the original permit requiring justification for the <br />proposed woody plant density revegetation levels. The applicant <br />submitted responses to the stipulation on August 4, 1982 and April 18, <br />1983. The responses provided additional information on shrub densities <br />necessary for adequate wildlife habitat but did not conclusively justify <br />the stocking levels proposed by the applicant. Therefore, based on a <br />review of this information and consultation with the Colorado Division of <br />Wildlife, the following stipulation is required: <br />8. THE FOLLOWING WOODY PLANT DENSITY REVEGETATION SUCCESS STANDARD IS <br />PROPOSED BY THE DIVISION FOR THE McCLANE CANYON MINE: 500 <br />STEMS/ACRE FOR THE GREASEWOOD SHRUBLAND AND SHADSCALE SHRUBLAND <br />COMMUNITIES, AND 2,000 STEMS/ACRE FOR THE JUNIPER WOODLAND <br />COMMUNITY. WITHIN 60 DAYS OF PERMIT ISSUANCE THE PERMITTEE SHALL <br />EITHER REVISE THE PERMIT APPLICATION TO COMMIT TO USE OF THIS <br />STANDARD OR COMMIT TO USE OF AN ALTERNATE STANDARD AGREED UPON IN <br />CONSULTATION WITH THE DIVISION. <br />The permittee has measured species diversity in terms of species richness <br />and species equitability and has proposed a means to evaluate <br />revegetation success in terms of species diversity in response to the <br />requirements of Stipulation No. 12 attached to the initial permanent <br />regulatory program permit. Based on a review of the applicant's response <br />to the stipulation, the Division was able to determine an adequate <br />success standard for species diversity. As a result, the following <br />stipulation is required: <br />9. THE FOLLOWING SPECIES DIVERSITY REVEGETATION SUCCESS STANDARD IS <br />PROPOSED BY THE DIVISION FOR ALL REVEGETATED AREAS AT THE MCCLANE <br />CANYON MINE: 3 COOL SEASON GRASSES, 2 WARM SEASON GRASSES, AND TWO <br />FORBS BE ESTABLISHED, AT MINIMUM; NO ONE SPECIES OF WHICH IS TO <br />COMPRISE MORE THAN 40% OF THE RELATIVE VEGETATIVE COVER. WITHIN 60 <br />DAYS OF PERMIT ISSUANCE, THE PERMITTEE SHALL EITHER REVISE THE <br />PERMIT APPLICATION TO COMMIT TO USE OF THIS STANDARD OR COMMIT TO <br />USE OF AN ALTERNATE STANDARD AGREED UPON IN CONSULTATION WITH THE <br />DIVISION. <br />The Division is concerned with the ability of Salt Creek Mining Company <br />to reclaim the area given the low annual precipitation. The applicant, <br />in response to Stipulation No. 13 attached to the initial 3 year permit, <br />received approval for and subsequently undertook a biennial revegetation <br />-24- <br /> <br />
