monitoring program to measure the success of revegetation efforts at the <br />McClane Canyon Mine. The Division reviewed a revegetation report <br />submitted by the applicant on January 4, 1984 for areas sampled during <br />July and August, 1983. The report indicated that, at the time of <br />sampling, revegetation was successful in terms of exceeding baseline <br />values for herbaceous cover and production at both sites. Based on the <br />fact that revegetation undertaken at the mine site was temporary in <br />nature and may be modified by future activities, the Division suspended <br />the requirement for further revegetation monitoring at the mine site <br />until permanent revegetation occurs on any area at the site. The <br />following stipulation is therefore required: <br />10. WITHIN 60 DAYS OF PERMIT ISSUANCE, THE PERMITTEE SHALL REVISE THE <br />PERMIT APPLICATION TO INCLUDE THE ANNUAL REVEGETATION MONITORING <br />PROGRAM PROPOSED FOR THE MUNGER CANYON MINE IN THE APRIL 18, 1983 <br />LETTER TO THE DIVISION FROM SHERIDAN ENTERPRISES. THE PROGRAM <br />SHALL BE INITIATED THE SECOND YEAR AFTER INITIAL PERMANENT <br />REVEGETATION SEEDING OF ANY AREA AT THE McCLANE CANYON MINE. <br />Pursuant to Rule 2.07.6(2)(n) the Division has determined that no <br />threatened or endangered species of plants exist at the McClane Canyon <br />site, based on information supplied by the applicant. <br />XIII. Fish and Wildlife - Rules 2.04.11, 2.05(6)(2), and 4.18 <br />The fish and wildlife portion of the application can be found in Section <br />4.3 of Volume I of the application. The Colorado State Division of <br />Wildlife has been consulted for a statement of wildlife value and <br />protection. <br />The applicant has supplied field data for the mine vicinity. Maps <br />provided in Appendix I (Volume IV) indicate that the mine site is in a <br />mule deer critical use area as well as raptor nest habitat. <br />No wildlife listed on any threatened or endangered list were identified <br />by the study. Rimrock areas were inspected and no raptor nests were <br />identified in the vicinity of the mine. <br />Powerlines at the McClane Canyon Mine have been raptor - proofed in <br />accordance with REA Bulletin 61-10 (60" spacing). Salt Creek Mining <br />Company has stated that a posted speed limit of 15 mph will be enforced <br />at the mine to minimize the potential for vehicle-deer collisions. The <br />crossing over East Salt Creek has been designed to safely pass the <br />required flow events to avoid damage to the creek. No pesticides will be <br />used in this operation. <br />Shrub density revegetation standards are required by the Division to <br />ensure the reestablishment of big game habitat through reclamation. <br />Specific details of shrub density requirements are given in the <br />Vegetation Section of this document. Stipulations have been attached to <br />this findings document to provide for the establishment of shrub <br />densities which will enhance wildlife habitat after the mine is <br />successfully reclaimed. <br />-25- <br />
