-42- <br />However, Rule 2.05.3(b)(i)B and D require plans and data which document that <br />existing structures meet the design requirements or performance standards of <br />Rule 4. Such information has not been provided by the applicant for the main <br />haul/access road. Further, the operator has proposed that the haul road be <br />abandoned in its present condition upon cessation of mining and reclamation, <br />but has not provided drainage and stability information to document the <br />suitability of the road for the post-mining land use. The following <br />stipulation is necessary: <br />Stioulation No. <br />A. WITHIN SIX MONTHS OF PERMIT ISSUANCE, THE PERMITTEE WILL SUBMIT TO <br />THE DIVISION ALIGNMENT, PLAN UIEW AND CROSS-SECTION INFORMATION, AND <br />DRAINAGE SPECIFICATIONS FOR THE h1AIN HAUL/ACCESS ROAD. FOR PORTIONS <br />OF THE ROADWAY WHICH EXCEEU THE CUT SLOPE AND EMBANKMENT SLOPE GRADE <br />RESTRICTIONS OF THE REGULATIONS, THE OPERATOR WILL PREPARE AND SUBMIT <br />APPROPRIATE STABILITY ANALYSES. "WORST CASE" ANALYSES MAY BE <br />SUBMITTED IF GEOTECHNICAL ANALYSES DEMONSTRATE THAT THE CUT SLOPE AND <br />EMBANKMENT SLOPE SITUATIONS PURPORTED TO BE REPRESENTED BY THESE <br />ANALYSES ARE ANALOGOUS. <br />B. IF THE DIVISION DETERMINES THE ROAD TO BE UNSUITABLE FOR THE <br />POST-MINING LAND USE, A PLAN FOR DECOMMISSIONING THE ROAD WILL BE <br />SUBMITTED WITHIN ONE YEAR OF PERMIT ISSUANCE. <br />The landowner has requested that the main haul/access road and the pit haul <br />roads be retained for use after mining has ceased. Information required by <br />the above stipulation will insure that retention of the haul/access road in <br />its existing condition as a permanent structure is prudent. <br />During the spring of 1983, significant slumping occurred along the north <br />facing cuts of the Pit 4 haul road. The operator was required to stabilize <br />the cuts (limited grading, seeding and mulching) and implement a monitoring <br />plan for the purpose of evaluating the effectiveness of the stabilization <br />measures. During the spring of 1984, sliding was reinitiated along the Pit <br />haul road, as well as along access roads to Pit 1 and Pits 2 and 3. Due in <br />large part to cutslope instability, the road drainage system requires a high <br />amount of maintenance. <br />The slide areas will be monitored throughout the permit term. The following <br />Stipulation is necessary: <br />Stipulation No. 12: <br />A. WITHIN ONE MONTH OF PERMIT ISSUANCE, THE PERMITTEE WILL INCORPORATE <br />THE PIT 4 HAUL ROAD CUT SLOPE MONITORING PLAN INTO THE APPLICATION. <br />THE PLAN WILL BE EXTENDED TO INCLUDE THE PIT 1 AND PIT 2 AND 3 ACCESS <br />ROAD SLIDE AREAS. THE PERMITTEE WILL ALSO COMMIT TO IMPLEMENTING <br />APPROPRIATE CORRECTIVE MEASURES IF MONITORING INDICATES THAT THE <br />SLOPES HAVE NOT BEEN SUFFICIENTLY STABILIZED PRIOR TO ABANDONMENT. <br />
