Mine Facilities, Coal Handlin Structures, and Su ort Facilities - <br />Rules 2.05.3 3 2.05.3 7 and 4.04 <br />The mine facilities and coal handling structures portions of the application <br />can be found on Pages III-5 and III-30 of the application. <br />Other than haul roads, facilities to be permitted are limited to the metal <br />shop building in the Pit 4 mine area, and the explosives storage area at the <br />Pit 4 haul road switchback. The pad for the shop occupies approximately 2 <br />acres. <br />The mine facilities have changed since August, 1981, (the office trailer and <br />fuel storage area have both been moved) but the application text has not been <br />revised to reflect this fact. <br />The following Stipulation is necessary. <br />Stipulation No. 10: <br />WITHIN 30 DAYS OF PUBLICATION OF THE PROPOSED DECISION, THE <br />APPLICATION TEXT MUST BE UPDATED TO REFLECT ACTUAL CONDITIONS AT THE <br />MINE, AS DEPICTED ON THE MINING PLAN MAP SUBMITTED MAY 4, 1984. <br />There are no coal handling structures at Grassy Gap. Coal is loaded directly <br />from the pit into coal trucks and hauled to the Mt. Harris coal load-out <br />facility located between Hayden and Milner. Mt. Harris is being permitted as <br />a separate operation, since the operation does not serve Grassy Gap Mine <br />exclusively. <br />With the acceptance of the above stipulation, the operation is in compliance <br />with the requirements of this section. <br />XIX. Roads - Rules 2.05.3(3) and 4.03 <br />Information on roads is presented on Pages III-1 through III-15 of the <br />application. Designs and stability analyses provided for the recently <br />constructed (1983) Pit 4 haul road have demonstrated compliance with the <br />design and performance standards of Rule 4. <br />The haul/access road which extends for approximately 5 miles along Grassy <br />Creek to its intersection with the county road, was constructed in 1978 and <br />1979. A number of steep cut slopes have resulted in minor sliding during <br />spring snowmelt and present a continuing maintenance problem for the permittee. <br />The drainage and sediment control system for the haul road (ditch, strawbale <br />checks, and culverts) has functioned effectively. Water is safely discharged <br />at numerous points along the road, and no erosion has resulted from road <br />drainage. <br />
