SECTION 8 <br />Roads - Rule 4.03 <br />A, Haul Roads <br />1. One haul road was constructed at the Energy Mine No. 3. The <br />road is shown on Map 6a, Mine Plan, with design specifications <br />shown on Map 14a, haul road profile and cross-sections are <br />detailed in Exhibit 3, Volume 3 of the permit application. A <br />discussion of the haul road is found in Section 2.05.3, <br />Volume 1 of the permit application. Designs were in compliance <br />with 2.05.3 and 4.03. <br />2. The portion of the haul road south of County Road 33 has been <br />reclaimed. The portion of the haul road north of its junction <br />with County Road 33, and south of its junction of County Road <br />179 has been deeded to Routt County, and has become Dart of the <br />new County Road 179. The replaced portion of County Road 179 <br />was partially reclaimed when the Mine No. 3 was completed, and <br />part remains as a permanent light use road, The transfer of <br />responsibility and location is described at Exhibit 25 of the <br />Mine No. 3 permit document. <br />Access Roads <br />1. There are no access roads left at the Energy Mine No. 3. The <br />remaining roads within the permit area are considered light use <br />roads. <br />Light-Use Roads <br />The preexisting roads into and around the Lieske residence <br />(which is owned by Cyprus) will remain as permanent light use <br />roads. These roads are shown on Map 16a. These existed prior <br />to mine development and are used primarily for residence <br />access, a non-mining related activity. Mine personnel use the <br />roads on an infrequent basis for mine reclamation monitoring <br />and are therefore approved as permanent light use roads. The <br />provisions of Rule 4.03.3 have been met. <br />The light use road into and past sediment pond Mine 3 South, <br />shown on Map 16a, is also a permanent light use road, The road <br />is used for reclamation and pond monitoring activities. The <br />road is in compliance with Rule 4.03. <br />_lp _ <br />
