II. Support Facilities - Rule 4.04 <br />The only support facility at this site is the office, warehouse and <br />equipment storage area located south of, and adjacent to. County <br />Road No. 33. Construction of support facilities did not result in <br />damage to any preexisting structures within the permit area. <br />Therefore the Division proposes to approve those activities. <br />(4.04(6)1. Refer to Section B, XYII of this document for further <br />information regarding the support area. <br />III. Hydrologic Balance - Rule 4:05 <br />Water Quality Standards and Effluent Limitations <br />1. Most of the disturbed area drains to one of two sediment <br />ponds. These ponds function properly to ensure that applicable <br />water quality standards and effluent standards are met. <br />2. The Division has approved various small area exemptions from <br />use of sediment ponds due to the limited size of the areas, the <br />fact that Donds and treatment facilities are not necessary for <br />the drainage to meet the effluent limitations of Rule 4.05.2, <br />and applicable State and Federal water quality standards for <br />receiving streams, and also due to the fact that no mixing of <br />surface drainage with a discharge from underground workings <br />will occur. The small areas exempted are located at the shop <br />area, the remaining topsoil pile, the area above the Homestead <br />Ditch, an area adjacent to County Road 179, and an area along <br />the lower margins of the Mine 3 South reclamation. These areas <br />are shown on Map No. 4a. (4.05.2(31(b)(i)). <br />Diversions and Conveyance of Overland Flow <br />Sediment control ditches have been designed and constructed in <br />compliance with Rule 4.05.3. Locations are shown on Mao 4a, <br />and designs are discussed at Exhibit 3 of the permit document. <br />The Homestead Irrigation Ditch traverses the Mine No. 3 South <br />area, and the location is also shown on Map 4a. (4.05.3(2)1. <br />Sedimentation Ponds <br />1. CYCC has constructed two sediment ponds, the Mine No. 3 North <br />(M3N) pond and the Mine No. 3 South (M3S) pond. <br />The M3N pond is located at the previous location of the south <br />edge of the reclaimed Middle Creek Portal Pit. Runoff was <br />directed into the pit during reclamation. During the final <br />phase of backfilling and grading of the Di t, the pond was <br />constructed to serve as a sediment control structure. The M3S <br />pond is located northwest of and functions as the sediment pond <br />for the now reclaimed Mine 3 South area. <br />- 13 - <br />
