This must be
completed and plans approved by regulatory authorities prior to the
onset of work at the Railroad Loop.
(4) The applicant shall submit to the regulatory authority within 90 days
a modified restoration plan for Scullion Gulch to omit the thirteen
,` proposed in-channel rock check dams. In lieu of these, the applicant
should install three dams or sediment traps, built to SCS or U.S.
Forest Service specifications, at the downstream construction limits
in Scullion Gulch. These traps should provide sufficient storage to
store one year of sediment accumulation from the D-Portal area. The
traps must be installed prior the onset of reclamation, cleaned
29
