The applicant is in compliance. <br /> <br />Stream Buffer Zones <br />As part of the Deserado Mine surface facilities and water supply, it is propos- <br />ed that a series of six wells be drilled in the White River alluvium. The <br />closest of these wells will be located within twenty feet of the north (right) <br />bank of the White River. The well field will be serviced by an access road. <br />Topsoil removed during construction of the road will be stored approximately <br />400 feet from the banks of the river. The topsoil stockpile is located at ele- <br />vation 5,330 feet, M.S.L., which is well above the 100 year flood elevation of <br />the White River. The 100 year flood stage of the river at that location has <br />been calculated by the U.S. Army Corps of Engineers to approach elevation 5,319 <br />feet, M.S.L. (page II.J-4 of the permit application) <br />An exemption has been reque~ted to forego co struction of a sediment pond for <br />this small area (page IY-70 of the permit app ication). It is recommended that <br />the applicant be granted an exemption because the amount of disturbance is very <br />limited, approximately 2 acres. Furthermore, the applicant has specified on <br />page IV-70 of the permit application that alternate erosion controls will be <br />utilized. These should include immediate revegetation of the topsoil stock- <br />pile, and maintenance of a collector berm at the base of the pile to trap sedi- <br />ment until revegetation is accomplished. (see "Stipulations" in this section <br />of the TEA). <br />Although the alluvial well field will be drilled within 100 feet of White <br />River, a perennial stream, the amount of disturbed area and the nature of the <br />disturbance is such that water quantity and quality in the stream during and <br />after mining should not be adversely affected. No other operations associated <br />with the mine during the permit term will occur within 100 feet of White River. <br />The applicant is in compliance providing that the small area exemption is <br />granted. <br />D.
