The pre-mine area is statistically <br />equivalent t~ the proposed reference area at a 95o confidence level for the <br />parameters of cover, herbaceous production, and woody plant density. <br />The pinyon-juniper community has been adequately sampled for cover and woody <br />plant density. This community has been inadequately sampled for herbaceous <br />production, The pre-mine area is statistically equivalent to the proposed <br />reference area at a 95'o confidence Level for the parameters of cro ver and woody <br />plant density. <br />The pinyon-juniper community was sampled with a 0.25 m2 quadrat for production. <br />This is an inaporopriat~ technique to employ given the spacing between under- <br />story vegetation in this community. Sample variance is greatly increased due <br />to the number of quadrats with no vegetation. <br />Sampling for herbaceous production in pre-mine and reference areas of the <br />pinyon-juniper community yielded levels of confidence much less than SO a. <br />For the above reasons, the pinyon-juniper area will need to be resampled for <br />herbaceous production using a methodology deemed adequate by the Division. <br />The following stipulations are necessary: <br />Stipulation <br />8.
