-26- <br />No data was crollected on a proposed pastureland reference area. Chimney Rock <br />personnel have expressed problems in locating a suitable reference area <br />which would be reflective of post-mining conditions. In light of this, the <br />following stipulation is required: <br />Stipulation <br />11. THE PERMITTEE SHALL ESTABLISH A REFEREIICE AREA TO BE APPROVED BY THE <br />DNISION, REPRESENTATNE OF THE PROPOSED POST-MINING DRYLAND PASTURE <br />COFIMUNITY, ?q BE UTILIZED FOR COMPARRTNE SUCCESS OF RE~'EGETATION, <br />OR PROPOSE SUCCESS STANDARDS TO BE APPROVED BY THE DIVISION FOR COVER, <br />PRODUCTIVITY, :IOODY PLANT DENSITY, AND SPECIES COMFhSITION BASED GN <br />TECHNICAL LITERATURE ACCEPTABLE ~ THE DIVISION, WITHIN 90 DAYS OF <br />PERMIT ISSL'A NCE. <br />The applicant has proposed a rangeland revegetation seed mix which contains an <br />introduced species which the Division cannot approve for reclamation. Therefore <br />the following .stipulation is required: <br />Stipulation <br />12. THE PERMITTEE WILL REVISE THE RANGELAND REVEG STATION SEED PfIX 1b EXCLUDE <br />YELLOW SWEET CLOVER AND REPLACE IT WITH ANOTFfER LEGUMINOUS FORB. THE <br />REVISED MIX SFWLL BE SUBh12TTED FOR APPROVAL BY THE DIVISION NO LATER THAN <br />60 DAYS AFTER PERMIT ISSUANCE, <br />The applicant has rot addressed a specific schedule for seeding in the <br />revegetation plan. T,`:erefore tde following stipulation is required: <br />Stipulation <br />13. WITHIN 30 DAYS OF PER'~1IT ISSUANCE THE PERMITTEE [JILL SUPJ•IIT FOR DIVISION <br />APPROVAL A TIP1E SC1lEIXJLE FOR SEEDING. THE SCIIEDL'LE SXRLL BE DATE-SPECIFIC <br />AND MIX-SPECIFIC. <br />The applicant has stated that herbicides and/or pesticides will be used according <br />to extension service recommendations. It is a stipulation to the permit that: <br />Stipulation <br />14, AT LEAST 60 DAYS PRIOR TO USC OF HERBICIDES OR PESTICIDES THE PERMITTEE <br />SHALL SUBMIT A PLAN FOP. THE USE OF SUCX CIIEMICALS, INCLUDIFIG AT LEASS <br />RATE AND METIIOD OF APPLICATION, AND THE SPECIFIC HERBICIDE AND/OR PESTICIDE <br />TO B° USED. THE APPLICAIlT MUST RECEIVE WRITTEN DIVISION APPROVAL PRIOR <br />TO THE USE OF ANY f'EP.B ICIDE OR PESTICIDE. <br />The applicant has committed to evaluation of revegetated ar aas using the same <br />methodologies employed in the baseline surveys. Several of the methodologies <br />were found inadequate in the baseline surveys and for this reason the following <br />stipulation is required: <br />
