-16-
A discussion of possitiie impacts can be found in the Cumulative xydrologic
Impact section of this document.
[Jith the acceptance of the above stipulations, the proposed operation is in
compliance.
y7, Surface water Hydrology - Rules 2.04.5, 2.04.7, 2.05.3(4), 2.05.6(3),
and 4,05
Information pertaining to surface water quality and quantity can be found
in Section 2.04, Volume I of the permit application. Information pertaining
to sediment control structures can be found in Section 2.05, Volume I and
Exhibit 22, Volume N of the permit application.
The proposed permit area is drained by one perennial drainage, Stollsteimer
Creek. Flows in Stollsteimer Creek vary seasonally in response to snowmelt
and intense thunderstorms. Stollsteimer Creek receives flow from numerous
ephemeral drainages Located up and down its course, This creek is dammed
in numerous locations above the proposed permit area, the closest dam being
located at Capote Lake, approximately 5 miles upstream.
The Landowner has constructed an irrigation ditch which runs adjacent to the
creek. This ditch is periodically dammed and the subsequent overflow used
to flood irrigate his pasture, located along the western edge of the active pit.
A11 runoff generated from disturbed portions of the operation is routed
through sediment crontrol structures constructed by the applicant. There
are four sediment ponds. Sediment pond 002 is located on the western edge
of the active workings, Sediment pond 003 is located on the eastern edye
of the permit boundary. 4tro sediment ponds, 004 and 005 have yet to be
constructed. These ponds will serve as sediment control structures when the
operation expands to the west,
A11 of the above-mentioned sediment ponds were designed and constructed or
wi21 be constructed under the supervision of a registered professional engineer.
The ponds will contain the runoff from a 10-year, 29-hour precipitation event
without discharging. T.he emergency spillway wiZ2 pass a 25-year, 24-!your
event and still maintain the required freeboard.
~Naintenance of the ponds include periodic inspections to ensure the integrity
of the structure. Sediment volumes are checked monthly and cleaned when
60~ of the design sediment storage volume is attained. See the Cumulative
Hydrologic Impact section of this document for a discussion of possible
surface water impacts to the prevailing hydrologic balance.
The applicant has requested tt:at the Division review the baseline surface
water monitoring data in the application for a possible reduction of the
number of chemical parameters sampled. The Division has reviewed the data
and the following stipulation will become Chimney Rocks' surface water
monitoring requirements upon permit issuance:
