11 <br />a) The State Highway Access Permit referenced on page 2-32 for the entrance alignment <br />modification of the existing road was approved in January 1991, and contains a provision <br />that the construction be implemented within one year of the permit date. As such, it appears <br />that the project is no longer authorized under the access peruut. If the modification of the <br />initial segment of the existing haul road is still contemplated, please amend the text to <br />address the timeframe and circumstances under which construction will be initiated, <br />and include a commitment to obtain the necessary permit from the Division of <br />Highways prior to initiation of construction. Also, please amend Figure 2.2-5 (Haul <br />Road Longitudinal Cross Section) to incorporate the required information for the <br />modified segment (or provide an additional Figure with the specifications for the <br />modified segment). If the modification is no longer contemplated, please amend <br />Figures 2.2-2 and 2.2-3 and associated permit text on pages 2-32 and 2-34, and the <br />Appendix E permit listing, to remove references to the modification. <br />b) Please provide justification and timeframe for construction of the "Munger to <br />McClane Road~~, if construction is still contemplated. If construcfion of the road is no <br />longer warranted, please amend Figures 2.2-2 and 2.2-3 to delete the road, and delete <br />Figure 2.2-4 (Access Road Plan & Profile McClane Mine to Munger Mine) from the <br />permit. Permit text on page 2-33 and 2-38, and 3-8 will need to be amended or deleted <br />as appropriate. <br />7. Coal production rates were significantly lower in 2002 and 2003 than projected in permit <br />narrative and the mine plan map, and as a result, certain aspects of the narrative and map aze <br />somewhat out of date. Please update Figure 2,1-1 to reflect the current extent of <br />workings and actual 2002 and 2003 production, and modify the projected mining <br />sequence accordingly. Also, please update mine plan text in Section 2.1,sub-sections <br />2.1.2, 2.1.3, and subsequent subsections as warranted to reflect recent production levels, <br />current reserve projections and mine life, and current mine design and schedule. <br />8. On page 2-28 of Volume I, there is reference to consideration of the replacement of metal <br />portal azches with concrete portals, and expansion of the shop building from the current <br />4d x40' structure to 40 x100. The smaller (existing) shop dimension is depicted on Figure <br />2.2-6, but the expanded shop is depicted on Figure 2.2-2. If these modifications are still <br />contemplated, please address the timeframe for construction, and amend Figure 2.2-6 <br />as appropriate. If these modifications are no longer contemplated, please delete the text <br />references, and amend the shop dimension as depicted on Figure 2.2-2. <br />9. Table 3.7-1 (Reclamation Cost Calculations) is somewhat outdated, and does not accurately <br />reflect the current reclamation liability. Please submit an amended Table 3.7-1, with <br />updated reclamation tasks and task descriptions (including incorporation of new tasks <br />and elimination of deleted tasks associated with the midterm response revision <br />11 <br />
