Provision of cost calculations and detailed equipment production factors for the <br />listed tasks is optional, as the Division will perform a cost estimate based on tasks, volumes, <br />distances, and other applicable information provided in the application, using the CIRCES <br />softwaze and applicable cost and production factors. <br />10. We have a number of concerns regarding aspects of the revegetation plan in Section 3.4. <br />Please review the current revegetation plan and propose modifications that reflect <br />consideration of the following requests and recommendations. <br />a) For azeas to be broadcast seeded, more detail should be provided regarding methods to be <br />used to create a roughened seedbed. Extensive roughening created by track-hoe gouging or <br />contour ripping has proven to be an effective treatment on steep slopes similaz to those in the <br />reclaimed portal azea and segments of the reclaimed road. Such extensive roughening <br />treatments eliminate the need for separate seed covering operations following seeding. Use <br />of tackifier for mulch application rather than degradable netting is required on the <br />extensively roughened seedbeds. <br />b} For the slopes flatter than 3:1 where drill seeding would be conducted, a two stage <br />mulching process is described, which is not warranted. The two tons per acre mulch should <br />be applied at one time after seeding, and crimped in. The same 2 ton per acre mulch rate <br />should be used on both drill seed and broadcast seed azeas, and certified noxious weed free <br />hay or straw should be specified. <br />c) Seeding rates are higher than typically recommended; reduction of the drill rate of 70 PLS <br />seeds per squaze foot to 40 to 50 PLS seeds per squaze foot, and reduction of the broadcast <br />rate from 100 PLS seeds per squaze foot to 60 to 80 seeds per squaze foot should be <br />considered. <br />d) The seeding timeframe is somewhat vague (late summer or eazly fall) and should be <br />clarified. The timefi~ames as specified in the Munger Canyon permit would be applicable for <br />McClane. <br />e) The stabilization seedmix is erroneously referenced as Table 3.3-3, on page 3-18. The <br />correct reference is Table 3.4-2. Also, the mix contains the introduced species crested <br />wheatgrass, which is not necessary for site stabilization. The western wheatgrass/streambank <br />wheatgrass/thickspike wheatgrass mix specified in the Munger permit would be acceptable <br />for future interim/stabilization seeding. Slender wheatgrass (Agropyron trachycaulum) <br />should also be considered for inclusion in the mix, due to its rapid establishment <br />chazacteristics. <br />~ Several permanent seedmix/planting plan modifications are recommended. <br />12 <br />
