Furthermore, Map 6 (Geology/Hydrology Map) is located in both Volume II
and as part of Exhibit 22. Unless Bear Coal intends to update both
copies whenever Map 6 is revised, the Division suggests that Bear Coal
replace the Map 6 in Exhibit 22 with a reference to where the copy is
]orated in Volume II.
4. Permit Area Delineation and Acreage
There appear to be some problems defining the extent of the permit area.
The March 19, 1987, permit renewal adequacy letter indicates that Bear
Coal Company no longer has right of entry into the 1330 acre Mine 1 and 2
areas. The 1985 revision expanded Bear's permit area into Section 17 by
490 acres. The 1987 permit renewal application indicates that the
Current permit area is restricted to Section 17 and 20 and is 589.3
acres. All maps produced since 1985 show a permit area confined to
Sections 17 and 20. Please clarify the size of the permit area. Discuss
projections about a.schedule for bond release of the Mine 1 and 2 area
and compliance with right-of-entry regulations (2.03.6(1)).
Mine Plan and Operations
5. 8-Seam Mine P]an Map
The permit application references Map 9, the Mine Plan Map, in many
locations. The Division requests that the mine plan for the B seam
operations be included in the permit (maybe as Map 9A ). The Division did
receive a mine plan map, on a scale of l"=200' on December 9, 1988, but
the GeoWest Stability reports submitted as a portion of Exhibit 24
indicated that the mine plan has changed from ten east-west panels to
two. The submitted map should be at a scale of 1"=400' to allow
comparison with other maps in the permit application. It should also be
referenced appropriately throughout the permit application, including but
not limited to pages 4.20-1, 2.03-16 and 2.05-3R (or 2.05-5R). Per Rule
4.20.1(3), the Division also requests that Bear submit a revised Map 9
specifying the final extent of the 8-seam workings. Please indicate the
location of the air shaft and ramps between the B and C seams on both the
B-Seam and C-Seam maps.
6. B-Seam Mining - Permit Changes
While a new copy of page 2.05-6R was submitted with the 1969 mine plan (B
seam) revision, it appears that this page was not actually changed to
reference the B seam plan in the next to last paragraph. P7 ease submit a
revised copy that proper]y represents the Dr esent mine Alan. in
addition, please revise the general mining sequence as outlined on pa 9e
2.05-7R to reflect B seam mining.
- 3-
