Underground Development Waste and Coal Processing
7, Coal Processing

In light of the Division's understanding that Bear Coal does not process
coal on site, please clarify or rewrite the following statements:
a. Page 4.05-2: "No special treatment of coal processing waste will
be necessary so none will be produced;..."
b. Page 2.06-4: "All coal will be processed within the present permit
area;..."
8. Gob Generation and Storage
Section 2.05, page 2.05-7R, discusses the storage of gob underground. In
light of MSHA regulations limiting underground waste storage, a narrative
on gob storage and disposal in compliance with Rule 2,05,3(8) should be
submitted. In a related issue, Section 4,09, page 4.09-1R indicates that
there is no excess spoil or gob, This section needs to be revised to
reflect current operating conditions. Include an estimate of the
expected annual production of underground development waste and the
volumes projected to be stored above and below ground (Rule 4.09,1(15)).
Section 4.09 should also be expanded to include new information regarding
the existence of the temporary waste pile, the object of minor revisions
1, 2, 3, 5, fi, and 7, and the export of waste material to the Somerset
Mine (MR-08),
9. Location of Gob Stored Underground
Page 2.05-25R indicates that underground development waste is stored only
in a portion of the Edwards Mine workings shown on Map 9, Please revise
the narrative and map to identify the locations of all gob storage
locations, per Rule 2.05.3(91.
Geology
10. Li thol ogy
Stratigraphy information through the bottom of the laser coal member
appears to be derived from three holes in the Section 17 area: SOM-12,
DH-1 and DH-2. SOM-12 data is found as a lithologic log in Attachment 4
of Exhibit 14. It indicates that many of the coal seams are not present
towards the west or are burned out. Exhibit 8 only has resistivity and
gamma logs for DH-1 and DH-2.
-4-
