<br />BACKFZLL OF THE BEAR N0. 2 PORTAL <br />General Project Description <br />West Elk Coal Company began hauling backfill material, which con- <br />sisted of waste material from underground operations, to the Bear <br />No. 2 portal bench on October 11, 1982. Backfilling was dis- <br />continued on November 3, 1982 due to poor weather conditions. <br />The backfill to this point represented approximately 2 to 4 feet <br />depth over the entire area where fill would be placed. Backfilling <br />operations were resumed on July 11, 1983 when material to be placed <br />and base area had dried out sufficiently. Backfilling was completed <br />on July 20, 1983. The pile was regraded to final configuration on <br />August 10, 1983. <br />Placement of Fill Material <br />Fill was hauled to the site by truck and spread in lifts of one <br />(1) foot or less by a sheepsfoot compactor. When slopes became <br />too steep for trucks, material was pushed to the top of the pile <br />by a bulldozer. All material placed was fully compacted by the <br />sheepsfoot compactor. The development waste material was at near <br />optimum noisture for compacting. A water truck was utilized to <br />aid in compaction when necessary. The material was maintained at <br />a distance of twelve (12) to fifteen (15) feet from the edge of <br />the bench. The slopes of the backfilled material were maintained <br />at 2 horizontal to 1 vertical or less. <br />Compaction Testinq <br />Compaction testing on the initial placement of fill was carried <br />out by Chen and Associates (See attached report by Chen). Sub- <br />sequent compaction testing was done by Lambert and Associates <br />(See attached report by Lambert and Associates). <br />Engineering Supervision <br />Supervision of placement of the fill, compaction of the fill, slope <br />of the fill, regrading of the fill, and inspection of the various <br />phases of the project were carried out by the West Elk Coal Company <br />Engineering Department. Supervision was under the direction of a <br />registered professional engineer. <br />final Contours and Profiles <br />The attached drawing titled "Site Layout and Profiles, Refuse <br />Disposal Area, Bear No. 2 Portal Bench" shows the as-built con- <br />figuration of the fill, the limits of fill placed and the final <br />slopes of the pile before topsoil placement. <br />
