The water losses will be accounted for in an approved Substitute Water Supply Plan (SWSP)
submitted to the State Engineer's office. Actual losses may vary from the estimates in the
above table. A Substitute Water Supply Plan (SWSP) was submitted to the State
Engineers Office on March 24, 1999 for review. CAMAS will demonstrate written
compliance to the DMG with all permitting requirements of the Office of State
Engineer (OSE) prior to exposure of groundwater. /terns #/6 nnr! #/8
Water Quality and Stormwater Management and Dewatering Controls
The proposed mining operation will not adversely impact water quality to either groundwater
or surface water. The proposed mining operation will control dewatering discharges
from the site under the controls of the Colorado Department of Health through an
NPDES permit. All water from dewatering operations is typically routed through small
settling ponds constructed in the bottom of the excavation for removal of sediment.
Additional settling capacity may be constructed at grade depending on the area being
worked. The size of the ponds depends upon the inflow rate and is based on TSS limits
set by the permit. The location of the settling ponds will change as the mining
operation moves. Typically, several discharge locations will be specified in the permit
to allow for relocation. /tern #IS
Control of sediment from stockpiles and disturbed areas will be accomplished through
site grading. The areas stripped and disturbed by mining will allow for proper location
of stockpiles that allow for temporary collection of Stormwater runoff from stockpiles.
This water will either percolate into the groundwater table or in cases of excessive
precipitation will be routed into the excavation for temporary detention and discharge
through dewatering pumps. Other alternatives may involve grade detention ponds and
gravity discharge. /tern #/S
No discharges will be done without an approved permit, and all discharges from the site
will be regulated by the Colorado Department of Public Health and Environment through an
NPDES pemtit. The terms and conditions of the permit are anticipated to be those normally
used in the Nationwide Permit system. CAMAS will apply for an NPDES permit as
required by the Water Quality Control Division, and a /terns #l5 anr! #l7 copy of the
discharge permit will be supplied to the DMG when it is issued.
The proposed mining operation and aggregate plant do not use any chemicals or flocculants
in the process. There is no reason for water quality monitoring to be required of the
groundwater in the area. The proposed monitoring program for the water table is adequate
to protect the groundwater resources in the area.
6
