appreciation to the Inspector for providing input on map features, researching file records to help <br />locate historical information, and supporting the Operator's efforts to respond completely to a <br />myriad of items that have gone undocumented for many years. The current effort, albeit a bit <br />protracted, will provide a complete and useable basis for future reporting and reclamation of the <br />mine sites. <br />Leaky Transformers: <br />Two transformers in the fenced enclosure appear to be leaking. The Operator must <br />provide information as to whether or not the transformers are "PCB-free," as this might affect the <br />reclamation cost estimate. <br />Response: <br />The subject transformers are the property of San Miguel Power Company. The Operator <br />has made a request to conduct a joint inspection with the utility to visit all electrical installations <br />and confirm which power lines and transformers are the property of the utility and which are the <br />property of the Operator. When the utility provides this information, it will be included in <br />ongoing periodic reports by the Operator to the Division. <br />Waste Oil Mana eg ment: <br />Waste oil barrels at the north end of the shop are overflowing; surrounding ground is oil <br />stained. Waste oil must be properly disposed and contamination must be mitigated. As a <br />consequence of inadequate hydrocarbon management, a Corrective Action was specified. <br />Response. <br />The Operator removed the oil barrels in January 2002 and provided photographic <br />evidence of the completion of this task. The site of the overflowing barrel was scarified and <br />graded in November 2002. A previously identified oil stained area near the shop was also re- <br />aerated at this same time. <br />Portal Unsecured: <br />The portal was gated but not locked. The inspector recommended that the gate be <br />secured. <br />Response: <br />The gate was re-locked in January 2002. Subsequently, in November 2002, timber was <br />placed in the entrance of the portal, and dirt was piled against the timber to prevent entrance to <br />the portal. <br />February 4, 2002 Letter from Division: <br />Removal of Oil Barrels: <br />The Division acknowledges the removal of the waste oil barrels and the Corrective <br />Action is satisfied. <br />Response. <br />No response. <br />Permit Identification Sigh: <br />The Division acknowledges the installation of a Permit identification sign at the West <br />Sunday Mine. The permitted area boundaries have not been marked, so the Corrective Action <br />item is still open. <br />
