Stipulation No. ~ Topsoil must be analyzed for Fertilizer elements prior to seeding. If the soil is found to be phosphorous-Deficient, phosphorous must be incorporated into the topsoil during the respreading process. Arty other fertilizer elements which are deficient in the topsoil may be added after oae year's groxth of vegetation at a time of year approved by the Division. Status: Has been retained by MLRD as stipulation /j'7 on state permit renewal # C-81-020, approved on January 12, 1988. Stipulation No. 8 Within one year of permit issuance, the permittee will submit a plan to the regulatory authority for surface manipulation of the soils to enhance moisture retention and reduce erosion during reclamation. This plan will be reviexed by the Division and initiated by the permittee during reclamation. Status: Was resolved in letter dated January 17, 1986 from company to MLRD Stipulation No. 9 The permittee shall resample the Munger Canyon big sagebrush community for production during the 1983 8roxing season. The sampling shall be of an intensity to meet sample adequacy requirements of the Division. The results of the sampling shall be submitted to the regulatory authority no later than 30 days after the completion of sampling and before September 30, 1983. Status: Was resolved in letter dated January 17, 1986 from Company to MLRD Stipulation No. 10 The permittee shall submit to the regulatory authority a demonetratioa of the repreaeatativeneae of the vegetative sampling for the vegetative commuaitiea at the Munger Canyon site. This demonetratioa shall address rainfall amount sad seasonality for the year of vegetation sampling sad the tvo previous years end compare this information t to mean precipitation amounts and seasonality for the location. This demonstration shall be submitted 60 days after permit issuance. Status: Wea declared satisfied in the September 24, 1985 MLRD "Proposed Decision and Findings of compliance" document for approving a facilities revision. Stipulation No.. 11 The permittee shall supply the regulatory authority xith woody plant density data for all sampled communities to include, but not be limited to, sample size, sample mean, sample variance, and level of confidence achieved. If sampling adequacy is not met, the permittee will be required to resample as necessary during the 1982 growing season. This information shall be provided to the Division within 30 days of permit isauaace.
