.. ., , _ ~ <br />Mid-Term Review <br />32 <br />November 27, 1985 <br />Section IV -Mine Surface Facilities Operation Plan - In general, this <br />section of the permit needs to be reviewed by Western Fuels and revised as <br />necessary to reflect the as-built status of the surface facilities. Some <br />specific changes to be made should include the following items: <br />Page IV-5 - revise this page to describe current non-coal solid refuse <br />handling (Halandras Garbage Dump). <br />Page IV-l0a - clarify the ownership of the dwelling at the mouth of <br />Scullion Gulch. <br />Page IV-18 -delete the temporary coal storage description. <br />Page IV-21 -clarify the statement indicating that "Any coal that will be <br />inadvertently spilled onto the ground will be collected into <br />a small local settlement pond." The Division is not aware <br />of any small settlement ponds situated along the overland <br />conveyor route. Additionally, the last paragraph on Page <br />IV-21 should be revised to describe the number, type, and <br />location of all animal crossings installed along the <br />overland conveyor route. <br />Page IV-29 -Item 9 on this page should be revised to provide a <br />description of the emergency coal discharge structure <br />situated just north of the slot storage facility. <br />Page IV-32 -Section D.1. must be revised to describe the disposal of <br />non-coal solid waste at the Halandras Dump. <br />Page IV-40 -The description of the refuse disposal site subarea <br />development needs to be revised in accordance with the <br />recent technical revision (TR10) regarding the advance <br />opening of subareas 2 and 3. <br />Page IV-42 -The problems encountered in drying out the refuse during <br />winter months and the resulting need to expand subarea <br />development to provide sufficient room for refuse drying <br />should be discussed. <br />Page IV-59 -This page needs to be revised to indicate that the <br />requirement to topsoil the steep (1-5h = lv) cut slopes <br />along County Road 65 has been deleted, contingent upon being <br />able to successfully revegetate the slopes without the <br />application of topsoil. <br />Page IV-74a - This page needs to be amended to describe the modification <br />of the sediment control plan to provide for the installation <br />of 3 loose rock check dams below the D-Portal area along <br />Scullion Gulch as per minor revision No. MR12. <br />Section V - Mine Surface Facilities Reclamation Plan <br />Page V-22a - This page needs to be amended as per the comments <br />listed above for Page IV-74a. <br />
