In addition, due to the harsh climate of <br />the area and the difficulty in successfully <br />reestablishing vegetation over reclaimed areas, a 50% <br />reseeding cost should be added to the estimate. This <br />added cost can be removed from the bond upon adequate <br />demonstration that first-time seeding efforts are <br />successful . <br />Fill compaction - Page V-30 of the permit application indicates that all <br /> fill areas "will be recompacted to 90% maximum dry <br /> density (AASHTO spec. T99-74 or equal) in lifts no <br /> thicker than are foot to provide positive stability." <br /> As such, an estimated cost for compaction machinery at <br /> an appropriate number of hours needs to be added to <br /> the earthwork calculations; <br />Sediment Ponds - The cost estimate provides for removal of ponds DP-1 <br /> and one of the refuse area ponds, but does not appear <br /> to provide an estimate for the cost of removing the <br /> remaining sediment ponds at the mine (ponds PP-1, <br /> SS-1, SS-2, RP-2, 3, RP-4, RR-1, RR-2, and RR-3). <br /> Also, reclamation of the ponds must include <br /> replacement of topsoil and revegetation; <br />Halandras Dump - An estimated cost of reclaiming this area needs to be <br /> added to the estimate. Reclamation of this area will <br /> involve backfilling the open pit, replacement of all <br /> salvaged topsoil and revegetation; <br />Topsoiling - Page V-32d of the application refers to a Table V-4 <br /> which shows proposed volumes of topsoil to be stripped <br /> from affected areas and replacement depths over <br /> regraded areas. However, this table could not be <br /> found within any of the Division copies of the <br /> application. Additionally, Page V-32d of the permit <br /> states that "on slopes of 3h:ly or steeper the topsoil <br /> will be spread and furrowed on the contour to retard <br /> erosion ". The estimate cost of providing contour <br /> furrows over the topsoiled areas should be added to <br /> the reclamation cost estimate: <br />Refuse Disposal Areas - Page IV-44 of the permit states that "After <br />reclamation has been completed and the sediment ponds <br />have been removed, the permanent diversion ditches <br />will be extended to drain into the natural drainage as <br />shown on Map 81." As such, an estimated cost of <br />extending the ditches should be added to the <br />reclamation costs. <br />Once the reclamation cost estimate has been revised and accepted by the <br />Division, the final set of calculations will need to be incorporated into the <br />appropriate portion of the permit application. <br />
