<br /> <br />Mid-Term Review <br />29 <br />1 <br />November 27, 1985 <br />Subarea No. 1 - 26 acre feet (41,947 cu. yds.) <br />~~ Subarea No. 2, 3 - 52 acre fee); (83,893 cu. yds.) <br />This quantity differs substantially from the 36;300 cu. yd. figure provided in <br />the reclamation cost estimate. Additionally, if refuse subarea No. 4 is to be <br />developed during this permit term, the cost of replacing all salvaged topsoil <br />will need to be included in the estimate. <br />Pages 35 through 46 - earthwork and Topsoil Replacement at Rail Loop and Slot <br />Storage Areas <br />As discussed previously for other earthwork activities, the equipment <br />productivity figures for earthmoving operations conducted during the second <br />and third shifts need to be reduced accordingly. Floodlighting systems will <br />need to be added to the estimate along with increased operator wages for the <br />second and third shifts. <br />Page 47 - Slot Storage Area Topsoil Replacement <br />Map No. 112 of the permit application shows a 5,100 cu. yd. topsoil stockpile <br />situated at toe of the southeast facing slope of the slot storage facility. <br />The map also shows a 1,700 cu. yd. topsoil stockpile situated to the northwest <br />of the storage facility which contains material salvaged from the laydown, <br />staging emergency coal storage area. This amount of material differs <br />substantially from the 3,550 cu. yds. figure provided in the reclamation cost <br />estimate. In addition, due to the proximity of the 5,100 cu. yd. topsoil <br />stockpile to the toe of the storage area fill embankment to be regraded, it <br />appears that the topsoil will need to be moved and temporarily stockpiled away <br />from the area to allow regrading work to be accomplished. Therefore, the cost <br />of double handling the material should be provided in the estimate. <br />Miscellaneous Items <br />Cost estimates for the following tasks should be added into the bond <br />calculation: <br />D-Portal Area - Scullion Gulch restoration work (including removal of <br />the large diversion culvert system), parking lot <br />ripping work and the removal of the 3 loose rock check <br />dams along Scullion Gulch below the D-Portal area; <br />Overland Conveyor - Removal of culverts, animal crossings, and restoration <br />of Red Wash tributary arroyos; <br />Refuse Haul Road - Removal or reduction in length of culverts, including <br />Scullion Gulch and Red Wash Tributary (near disposal <br />areas) restoration work; <br />Revegetation Work - Provide costs for jute netting installation as <br />specified on Page V-32d of the permit and for fencing <br />of all revegetated areas as indicated on Page V-36 of <br />
