Mid-Term Review
Pages 18 and 19 - Earthwork on Plant
1
28 November 27, 1985
ss and Refuse Haul Roads
The average grade resistance encountered during scraper hauling should be
provided. Scraper productivity needs to be reduced for the second and third
shifts as discussed above. Operator wages will need to be increased for the
two added shifts as well.
Page 20 - Disposal Area Earthwork (Non-Toxic Fill)
A review of revised Map 77 (Revision date July 18, 1985) indicates the
following non-toxic fill material quantities:
Subarea No. 1 - 65 acre feet (104,866 cu. yds.)
" No. 2,3 - 128 acre feet (206,506 cu. yds)
This quantity differs substantially from the 64,533 cu. yd. figure provided in
the reclamation cost estimate. Additionally, if refuse subarea No. 4 is to be
developed during this permit term, the cost of placing 4 feet of non-toxic,
non-combustible fill over the refuse will need to be added to the estimate.
The average resistance encountered during scraper hauling should be provided.
Scraper productivity needs to be reduced for the second and third shifts as
discussed above. Operator wages will need to be increased for the two added
shifts as well.
,\
Page 21 - D-9 Earthwork on Disposal Area Pond
It is unclear from the information provided whether the cubic yardage figure
is for both refuse area ponds (RP-1 and RP-2,3) or for Pond No. 1 only. If
pond RP-4 is to be constructed during this permit term, the cost of reclaiming
the structure will need to be included in the estimate. In addition, job
efficiency and other job condition correction factors need to be adjusted as
discussed under previous comments. Operator wages for the second and third
shifts need to be adjusted as well.
Page 22 -Earthwork on Ventilation Entry and Access Road
This page of the estimate indicates that 10,000 cu. yds. of material will be
moved, whereas Table IV H-1 of the permit application lists 17,500 cu. yds, as
the total quantity. Please provide the correct figure.
Page 24 - Topsoil Replacement on D-Portal Area
The estimate indicates that 84,000 cu. yds. of topsoil will be replaced,
whereas Table IV H-1 of the permit application lists 87,400 cu. yds. as the
total quantity of stored topsoil. Please provide the correct figure.
Page 28 - Topsoil Replacement at Disposal Area
A review of revised Map 77 (Revision date July 18, 1985) indicates the
following topsoil material quantities:
