The May, 1985 updated rental rate for the Cat. 637D push-pull model is
$23,760/mo. with an hourly operating cost of $67.90. This section of the cost
estimate should be revised accordingly.
Page 14 - D-9 Dozer Earthwork at D-Portal Area
It is unclear from the information provided what specific earthmoving tasks
will be performed by the dozer. In order for the Division to verify the
hourly production figure, Western Fuels should provide a description of dozer
activities to be performed. Additionally, the Job Condition Correction Factor
table on Page 44 of Edition 15 of the Cat Handbook should be followed to
account for all applicable correction factors.
Western Fuels has structured the earthmoving operations to take advantage of
reduced rental rates for the second and third shifts as provided for in the
introductory section of the Rental Rate Blue Book. In order to account for
reduced productivity during nighttime hours, however, the job efficiency
factor will need to be reduced for both the swing and graveyard shifts.
Additionally, an appropriate number of portable floodlighting systems will
need to be added to the earthmoving operation for all work conducted at
night. Operator wages for second and third shifts will need to be increased
as per typical shift differentials for related work. These adjustments need
to be made for all earthmoving and topsoil replacement tasks performed during
reclamation.

The average grade resistance encountered during scraper hauling should be
provided. Scraper productivity needs to be reduced for the second and third
shifts as discussed above. Operator wages will need to be increased for the
two added shifts as well.

Information on this page should be revised in accordance with the comments
listed under page 14 above.
Page 17 - Earthwork on Water Storage Area and Access Road
Table IV H-1 on page II-68A of the permit application lists the quantity of
embankment material to be moved at 4,750 cu. yds., whereas page 17 of the cost
estimate shows 4,200 cu. yds. This discrepancy needs to be corrected.
Additionally, the equipment productivity and job condition correction factors
need to be revised as per the comments provided under page 14 above.
