This section of the cost <br />estimate should be revised accordingly. <br />Page 14 - D-9 Dozer Earthwork at D-Portal Area <br />It is unclear from the information provided what specific earthmoving tasks <br />will be performed by the dozer. In order for the Division to verify the <br />hourly production figure, Western Fuels should provide a description of dozer <br />activities to be performed. Additionally, the Job Condition Correction Factor <br />table on Page 44 of Edition 15 of the Cat Handbook should be followed to <br />account for all applicable correction factors. <br />Western Fuels has structured the earthmoving operations to take advantage of <br />reduced rental rates for the second and third shifts as provided for in the <br />introductory section of the Rental Rate Blue Book. In order to account for <br />reduced productivity during nighttime hours, however, the job efficiency <br />factor will need to be reduced for both the swing and graveyard shifts. <br />Additionally, an appropriate number of portable floodlighting systems will <br />need to be added to the earthmoving operation for all work conducted at <br />night. Operator wages for second and third shifts will need to be increased <br />as per typical shift differentials for related work. These adjustments need <br />to be made for all earthmoving and topsoil replacement tasks performed during <br />reclamation. <br />Page 15-637D Scraper Earthwork at D-Portal Area <br />The average grade resistance encountered during scraper hauling should be <br />provided. Scraper productivity needs to be reduced for the second and third <br />shifts as discussed above. Operator wages will need to be increased for the <br />two added shifts as well. <br />Page 16 - D-9 Dozer Earthwork at Pond DP-1 <br />Information on this page should be revised in accordance with the comments <br />listed under page 14 above. <br />Page 17 - Earthwork on Water Storage Area and Access Road <br />Table IV H-1 on page II-68A of the permit application lists the quantity of <br />embankment material to be moved at 4,750 cu. yds., whereas page 17 of the cost <br />estimate shows 4,200 cu. yds. This discrepancy needs to be corrected. <br />Additionally, the equipment productivity and job condition correction factors <br />need to be revised as per the comments provided under page 14 above. <br />
