<br /> <br />Containers that do not contain free liquid need not be considered in this determination. Run-on into the <br />containment system must be prevented unless the collection system has sufficient capacity, in addition to the <br />above requirement, to contain any run-on that might enter the system. Spilled or leaked material and <br />accumulated precipitation must be removed from the collection area in as timely a manner as is necessary to <br />prevent overflow of the collection system. <br />SPILL REPORTING AND DOCUMENTATION PROCESS <br />All spills shall be reported immediately to the Safety Department regardless of whether the spill occurs on or off <br />B&B property. Visible leaks, which result in a loss of product from drum seams, gaskets, rivets and bolts <br />sufficiently large to cause an accidental accumulation shall be considered a leak and promptly reported. <br />Spills smaller than 1,000 gallons will be first controlled and then remediated. A record of these spill events will <br />be completed and filed at the B&B facility for a period of three years after the event. Significant spills (more <br />than 1,000 gallons) are address in B&B's, "Spill Prevention and Countermeasure Plan". <br />Spill reporting at the B&B facility will be directed [o the Safety Officer ofthe B&B facility. It will be the Safety <br />Officer's responsibility to call the National Response Center, if necessary. If a spill impacts navigable waters of <br />the United Stales, the National Response Center will be notified. <br />FACTLITY INSPECTION, DOCUMENTATION AND TRAINING <br />The B&B facility will complete inspections every three months (quarterly) to verify berm integrity. B&B <br />supervisors, responsible for work areas where containers are stored, will inspect those areas on a regular basis <br />looking for leaking containers, for deterioration of containers and for corrosion or other factors which might <br />compromise the containment system. The inspector will be familiar with this plan. Any changes from this plan <br />will be noted. Upgrades will be made where needed, and addendum to [he plan will be made, if necessary. This <br />plan will be made available to personnel as a training tool for spill prevention. Training in the use and <br />management of bulk containers shall be considered as a Noo-Routine Task under the HCP and special training <br />shall be conducted in accordance with that policy. Training is required in spill prevention for all employees in <br />accordance with B&B's HCP. <br />SPILL PREVENTION PROVISIONS <br />Any spill event would be considered an unusual event at the B&B facility and would be handled with <br />appropriate care. Potential drum failures could occur due to possible seam, gasket, rivet or bolt failure, corrosion <br />leaks, vandalism, valve failure or dispenser failure. None of these potential spill scenarios has been a significant <br />problem, but they aze listed here to identify some of the more common problems owner operators may have to <br />deal with. <br />
