<br />z <br />USE AND MAGEMENT OF CONTAINTERS <br />Purchasing. The Safety Department must approve all purchases of bulk chemical product, 10 gallons or <br />more in a single container. This is consistent with the Companies HCP that requires that the Safety Department <br />prior to procurement must review all hazardous chemicals. This policy further restricts the purchase of <br />chemicals. Product shall not be purchased in a quantity that is anticipated can not be safely used within asix- <br />month period. <br />Container Management. Containers must always be closed during storage, except when it is necessary <br />to add, remove or transfer product. A container must not be opened, handled, or stored in a manner that may <br />rupture or cause it to leak. Containers shall be clearly and permanently marked with the date the container is <br />opened. If a container has not been emptied and properly disposed of within one year of the opening date the <br />Safety Department shall be notified. The Safety Department upon notification shall review the purchase; use <br />and storage need for the chemical. The Safety Director shall determine whether continued storage will be <br />permitted and for how long or will direct the disposal of the product. <br />Condition of Containers. If a container is not in good condition (e.g., severe rusting, apparent <br />structural defects) or if it begins to leak, the product must be transferred to a container that is in good condition. <br />Empty Containers. A container or an inner liner removed from a container is considered empty if all <br />material has been removed that can be removed using the practices commonly employed to remove materials <br />from that type of container, e.g., pouring, pumping, and aspirating, and no more than one inch of residue remain <br />on the bottom of the container or inner liner, or no more than 3 percent by weight of the <br />total capacity of the container remains in the container or inner liner. <br />Disposal, Empty Containers. Empty containers as defined above shall be crushed and disposed of in <br />an approved landfill. <br />Disposal, Other Containers. Containers, in airy state other than empty, shall not be disposed of <br />without the approval of the Safety Department. This includes, but is not limited to containers of any size that <br />are, partially empty, contaminated, unknown or improperly labeled, leaking, or containing hazardous waste or <br />even suspected of containing hazardous waste. <br />Dispensing. The preferred method of dispensing is with the container in the upright position and <br />equipped with a manual hand pump. When gravity feeding is employed for dispensing, control valves should be <br />of the dead man type. The least desirable methods for dispensing are gravity feeding with a globe valve (or <br />similar type control) dispenser and pouring product from one container to another. These latter methods should <br />only be employed on a limited basis, with caution and spill prevention and containment measures in place. <br />Containment. Container storage areas shall be provided when the total capacity of the containers <br />exceeds 110 gallons in size at a single use or storage site. The containment system must have sufficient capacity <br />to contain 10% of the volume of containers or the volume of the largest container, which ever is greater. <br />
