Details on culvert sizing and locations are located in Volume 8, <br />Section 3.5.3.1 of the permit application. The operation is in <br />compliance with Rule 4.03.1(4)(e)(vi). <br />B. Access Roads <br />1. Alternative criteria and specifications were used during the design <br />of the Goat Trail access road. The road was designed and <br />constructed prior to August 3, 1977. A vaziance in reclamation <br />requirements was necessary for the road due to its extreme gradient <br />and steep cut and fill embankments. The road was scarified and <br />seeded. Additional information is located in Volume 8, <br />Section 3.5.6 (4.03.2(1)(e)). <br />2. The landowner has requested the retention of access roads depicted <br />on Maps No. 3.5-1, Sheets 1 and 2. Skyline Drive, West Ridge <br />Road, and the North Access Road will remain as permanent <br />structures. Skyline Drive provides access to the Routt County <br />landfill and to the D&RGW communication facilities. The North <br />Access and West Ridge Roads are necessary to provide all weather <br />access from county roads to lands within the permit boundary. <br />Their retention is compatible with the approved post mining land <br />use of rangeland (4.03.2(1)(g)). <br />II. Hydrologic Balance -Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />1. The Division granted small area exemptions from the use of <br />sediment ponds due to the limited size of the areas and due to the <br />fact that ponds and treatment facilities are not necessary for the <br />drainage to meet the effluent limitations of Rule 4.05.2 and <br />applicable State and Federal water quality standards for receiving <br />streams. Also, no mixing of surface drainage with a discharge from <br />underground workings will occur. The small azeas exempted are <br />as follows: <br />a) The south end of the railroad tracks from the permit <br />boundary north to the hopper. <br />b) The small area north of Tipple Pond No. 4. <br />c) Those areas of West Ridge, Center Ridge and the Moffat <br />Area where mining progresses to the ridge line and the pits <br />are daylighted. <br />Edna Mine 16 Permit Renewal No. 4 <br />
