d) The Trout Creek water pump pad, located west of the <br />Moffat pond. Drainage from this area will be passed <br />through a rock filter and fabric fence prior to leaving the <br />permit azea (4.05.2(3)(b)(i)). <br />Small area exemptions in the Tipple Area aze depicted on Exhibit <br />4.6-21. West Ridge exemptions are on Exhibit 4.6-17, Center <br />Ridge on Exhibit 4.6-23, and Exhibit 4.6.2 depicts exemptions for <br />the Moffat Area and Trout Creek pump pad. <br />B. Sedimentation Ponds <br />1. The Division previously approved permanent retention of the <br />Moffat, Center Ridge, and West Ridge ponds, based on the <br />following: <br />a. The quality of the impounded water was suitable on a <br />permanent basis for its intended use, and discharge from the <br />impoundments met applicable State and Federal water <br />quality standards (Rule 4.05.9(13)(a)). <br />The intended uses of water in the Moffat, Center Ridge, and <br />West Ridge impoundments were recreation, fish and <br />wildlife habitat and consumption, and consumption by <br />livestock. Water quality standazds for livestock, then, <br />would apply. Samples of water from the three ponds were <br />analyzed and determined to be acceptable for consumption <br />by livestock. <br />b. The level of water was sufficiently stable and the <br />configuration of the ponds was adequate to support the <br />intended use (Rule 4.05.9(13)(b)). <br />The Division's inspections found over several yeazs that <br />water was present yeaz-round in all three ponds. The <br />Moffat and West Ridge ponds dischazge in response to <br />rainfall and Spring runoff. Discharge from the Center <br />Ridge pond is generally perennial, except in extremely dry <br />years. <br />c. Adequate safety and access to impounded water is provided <br />to the proposed water users.
