Pikeview Quarry - decision Notice and FONSI <br />08/30/01 <br />Page 14 <br />A Biological Evaluation was completed in 1998 to assess the potential for impacts to <br />tiederally listed Threatened or Endangered species resulting from mining activities in the <br />proposed pfalect. A list of Threatened, Endangered, and Candidate species occurring on <br />the proposed project site was provided by the U.S Fish and Wildlife Service (USFWS), <br />Colorado Division of Wildlife (CDOW), and Colorado Natural Heritage Program <br />(CNHP). The biological evaluation concluded that the proposed project would have no <br />adverse impacts on any Threatened, Endangered, Candidate or Forest Service Sensitive <br />species,. as disclosed in the biological evaluation, that may utilize the area and that <br />beneficial impacts may occur to these species. The Biological Evaluation has been <br />submitted to the USF&WS for concurrence. Implementation of the project can not begin <br />until this cgncurrence has been received. <br />This project does not threaten to violate federal, state or local law or requirements <br />imposed for the protection of the environment. <br />FOREST ALAN CONSISTENCY <br />The management direction in the Land and Resource Management Plan for the Pike and <br />San Isabel National Forests and the Comanche and Cimarron National Crrasslands (Forest <br />Plan) establjshes the guidelines to be used for analyzing proposals by prospective Forest <br />users. All permits for occupancy and use of National Forest lands covered by the Forest <br />Plan must be consistent with its management direction. The layback of the Pikeview <br />quarry would affect up to 26 acres in a Management Prescription area SB (USDA Forest <br />Service, 199'1). Areas designated SB empha§ize the management of forage and cover on <br />big game winter ranges. Factors that were considered in determining whether this project <br />is consistent with the Forest Plan are fisted below: <br />Visual Resource'1Vlanagement: <br />-~ <br />Visual resources management activities aze designed and implemented to blend with <br />natural landscape, according to the Visual Quality Objectives (VQO) of modification. <br />The layback's primary objective is.to conform to visual management objectives that did <br />not exist wren the quarry was first established. <br />dispersed Recreation Management: <br />Dispersed Recreation Management is to manage summer use-season for appropriate <br />Recreation Opportunity Spectrum opportunities. The proposed project is consistent with <br />this management objective. <br />Wildlife and.Fish Resource Management: <br />Wildlife and-Fish Resource Management goals aze.to maintain habitat capability for <br />management indicator species. According to National Forest Service standards and <br />guidelines for this management activity, habitat capability should be maintained at a level <br />
