The coal seas ~oill be
completely covered with backfilled material, Drainage will be restored to
appro:~.imate pre-mining conditions.
Salt Creek ?lining Company has proposed to partially backfili cut slopes at
the mine portal bench. idatural slopes in the vicinit~° are very steep and
complete backfilling of the existing cut slopes would be difficult. The
app ii cant has not provided enough analysis to suggest that the slopes will
be stable in a partially backfilled situation. The follotaing stipulation
will have to be safisfied before the Division can make a finding of
compliance with this section.
14. h+ITHIK SIR h10NTHS OF PERPIIT ISSIJAhCE THE PER*fIiTEE ?fL'ST PROVIDE THE
DIVISION I:ITH A SPECIFIC PROPOSAL FOR TY.E FLCAL COPiFIGDRATION OF THE
PORTAL EENCY, CU•T. Roads - Rules 2.05.3(3) and 4. G3
Section 2.2.2 of Volume I of the permit application contains the required
information with respect to access and haul roads at the McClane Canyon _=ite.
Ficure 2.2-5 of the application indicates a section. of the road z;hick had to
be cut into the canyon wall where the cut slopes are appro:;imately 1v:0.13h
(cross-section C-C). This slope exceeds the required 1v:1.2ih which is given
in the rules are regulations.
Should failure occur at this cut, the material would fall onto the road and
wou12 possibly block the road drainage. These cut slopes are similar to
the natural slopes existing above the cuts in the cannon walls. Because
slides from these cut areas de net present 2 potential for serious
environmental harm and have not demonstrated instabilit}• in the past, and
because the applicant is required to maintain ditches and roads these
excessive slopes are permissable and meet the reeuirements of Rule x.03.1
(3)(c)(1).
