Within one year of permit issuance, the applicant must provide <br />site specific baseline and reference area vegetation data on <br />species composition, cover, production and woody plant density <br />for communities to be disturbed. This information shall be <br />derived from the sampling methodologies present on pages 2,05-36 <br />through 2.05-38a of the permit application and must meet <br />established sample adequacy requirements. <br />~~. t^.aterial balance projections must be erovided for temporary stock- <br />piles 1 and 2, the previously disturbed portions of the drainage <br />bet:~een mining phases 1i and III, and the disturbed area of Newlin <br />Creek west of Phases :': and V. If excess material is projected, <br />detailed plans for handling of the excess material must be proposed. <br />Material balance projections and the specific plans for the excess <br />material, if needed, must be submitted to the Division within 120 <br />days of permit issuance. <br />12-3-83 A meeting will be arranged with David L. Patch, Soils <br />Consultant, GEC and State Offices Representative duriny the <br />latter part of September 1982 to start on the field inspection <br />and arrangement of site specific baseline on preminind and <br />reference areas to collect the vegetation data on species <br />composition cover, production and woody plant density for <br />commurities to be disturbed. The proposed completion date <br />will be Seoterrber 30, 1983. <br />4-3-83 Measure the temporary stockpiles kl and =2 by January 2". <br />1983; Estimate the previous disturbed area betweer minir;a <br />phases II and III by February 15, 1983 ;estimate the avaiiible <br />area along Newlin Creek west of phases IV and 'l by ''arch <br />1, 1983. If the property owner ~.vishes to have certain coal loading facilities 3-3-R3 <br />remain intact foliouing completion of mining operations, they must <br />be requested in a letter to the Division. If the letter is not <br />received within 90 days of permit issuance, the applicant must revise <br />the bondinc amount to in:.lude removal of these facilities. <br />~. The haul road and access road designs must be certified by a pro- <br />fessional engineer within 90 days permit issuance. This certifi- <br />cation may be me.de by forwarding a certified statement to the <br />Division. <br />A contact shall have to be made by GEC upper management to <br />Dr. Corley to determine if he wishes to hive certain coal <br />loading facilities remain intact (Dr. Corley's belongings <br />only) in the tipple area.
