An Application Form {Request for Transfer of Coal Permit and <br />Succession of Operators) (Application) and supporting materials was received at the Division of <br />Minerals and Geology (Division) on December 14, 2001. <br />Determination of Completeness. The application was checked for completeness [Rule <br />2.08.6(2)(b)] and found incomplete on January l 1, 2002. The applicant (J. E. Stover & <br />Associates)(Stover) was advised of shortcomings by letter of January 11, 2002. Stover responded <br />on February 14, 2002. The applicant was advised by letter of February 26, 2002 of residual <br />completeness deficiencies, which were resolved by the applicant in a letter of March 5, 2002.The <br />application was found complete and adequate on March 15, 2002, <br />Public Notice, Applicant. Notice of the application was published by the applicant in the <br />Glenwood Springs Post Independent on March 5, 2002. The associated public comment period <br />closed March 20, 2002. No comments were received in response to the notice. <br />
