-30- <br />Stipulation No. 12 <br />THE PERMITTEE WILL PROVIDE JUSTIFICATION FOR THE PROPOSED <br />STOCKING LEVELS FOR WOODY PLANT SPECIES TO THE REGULATORY <br />AUTHORITY RND THE REGULATORY AUTHORITY AND PERMITTEE WILL <br />DETERMINE ACCEPTABLE LEVELS WITHIN 3 MONTHS AFTER PERMIT <br />ISSUANCE. <br />The applicant has measured woody plant density and species diversity, but has <br />not proposed a method to evaluate revegetation success for these parameters. <br />It is therefore stipulated: <br />Stipulation No. Z3 <br />THE PERMITTEE AND THE REGULATORY AUTHORITY WILL JOINTLY <br />DETERMINE A METHOD AND STANDARDS FOR THE EVALUATION OF <br />WOODY PLANT DENSITY AND SPECIES DIVERSITY WITHIN 90 DAYS <br />OF PERMIT ISSUANCE. <br />No threatened or endangered species of plants have been determine to exist at <br />the Munger Canyon site. <br />The Division is concerned with the ability of Salt Creek Mining Corporation to <br />reclaim the area given the low annual precipitation. It is therefore stipu- <br />lated: <br />Stipulation No. 14 <br />THE PERMITTEE SHALL DEVELOP AN ANNUAL REVECETATION MONITORING <br />PROGRAPf WHICH WILL MONITOR THE SUCCESS OF REVEGETATION EFFORTS <br />AT THE HUNGER CANYON SITE, TO BE APPROVED BY THE REGULATORY <br />AUTHORITY WITHIN 3 MONTHS AFTER PERMIT ISSUANCE AND INITIATED <br />THE SECOND YEAR AFTER THE INITIAL REVEGETATION SEEDING. <br />XIII. Fish and Wildlife - Rules 2.04.11, 2.05.6(2) and 4.18 <br />Section 4.6 of Volurre I and Appendix 1 of Volume V of the application contain <br />the fish and wildlife information pertaining to Munger Canyon. The applicant <br />has supplied the results of a site-specific wildlife study, along with materials <br />compiled from other studies. <br />Most of the disturbance related to the mine has already occurred. The planned <br />expansion of the disturbance will further impact a limited area. Wildlife habitat <br />in Munger Canyon has already been affected to nearly the maximum extent for the <br />life of the mine, as indicated in the permit application. <br />The area which the mine is Located in has been identified as mule deer winter <br />range. Mule deer tend to migrate diffusely from upland to lowland areas in the <br />winter time. This results in higher concentrations of deer in the canyon bottoms <br />during the winter. <br />
