_29_ <br />The Sagebrush community at the Munger Canyon site did not have a corresponding <br />representative at the McClane Canyon site, with which data could be compared. <br />It is therefore stipulated: <br />Stipulation No. 9 <br />THE PERMITTEE SHALL RESAMPLE THE HUNGER CANYON BIG SAGEBRUSH <br />COMMUNITY FOR PRODUCTION DURING THE 1983 CROWING SEASON. THE <br />SAMPLING SHALL BE OF RN INTENSITY TO MEET SAMPLE ADEQUACY <br />REQUIREMENTS OF THE DIVISION. THE RESULTS OF THE SAMPLING <br />SHALL BE SUBMITTED TO THE REGULATORY AUTHORITY NO LATER THAN <br />30 DAYS AFTER THE COMPLETION OF SAMPLING RND BEFORE SEPTEMBER <br />30, 1983. <br />It was determined by the Division that the production data for the reference <br />areas for the Munger Canyon vegetative communities did not meet sample adequacy <br />requirements. Due to the small area of disturbance at the Munger Canyon site, <br />the Division has determined that pre-mine cover and productivity data may be <br />applied as revegetation success criteria provided the permittee can demonstrate <br />that pre-mine sampling provides data which is representative of what may be <br />expected from the vegetative communities present. It is therefore stipulated: <br />Stipulation No. 10 <br />THE PERMITTEE SHALL SUBMIT TO THE REGULATORY AUTHORITY A <br />DEMONSTRATION OF THE REPRESENTATIVENESS OF THE VEGETATIVE <br />SAMPLING FOR THE VEGETATIVE COMMUNITIES AT THE HUNGER CANYON <br />SITE. TN IS DEMONSTRATION SHALL ADDRESS RAINFALL AMOUNT AND <br />SEASONALITY FOR THE YEAR OF VEGETATION SAMPLING AND THE TWO <br />PREVIOUS YEARS AND COMPARE THIS INFORMATION TO MEAN PRE- <br />CIPITATION AMOUNTS AND SEASONALITY FOR THE LOCATION. THIS <br />DEMONSTRATION SHALL BE SUBMITTED 60 DAYS AFTER PERMIT ISSUANCE. <br />Salt Creek Mining Company has not demonstrated that adequate woody plant density <br />sampling has taken place at the Munger Canyon site. It is therefore stipulated: <br />Stipulation No. 11 <br />THE PERMITTEE SHALL SUPPLY THE REGULATORY AUTHORITY WITH WOODY <br />PLANT DENSITY DATA FOR ALL SAMPLED COMMUNITIES TO INCLUDE, BUT <br />NOT BE LIMITED TO, SAMPLE SIZE, SAMPLE AtEAN, SAMPLE VARIANCE, <br />AND LEVEL OF CONFIDENCE ACHIEVED. IF SAMPLING ADEQUACY IS NOT <br />MET, THE PERMITTEE WILL BE REQUIRED TO RESAMPLE AS NECESSARY <br />DURING THE 1982 GROWING SEASON. THIS INFORMATION SHALL BE <br />PROVIDED TO THE DIVISION WITHIN 30 DAYS OF PERMIT ISSUANCE. <br />Revegetation Plan (2.05.4(2)(e)) and Revegetation Success (4.15) <br />The Division has reviewed the Munger Canyon revegetation plan and proposed <br />success criteria (Section 3-5, Volume I). <br />The applicant has proposed stocking woody plant species in each of the affected <br />communities. The stocking levels proposed vary from the pre-mining densities. <br />No justification has been provided for the lowered densities. It is therefore <br />stipulated: <br />
