-28- <br />Stipulation No. 7 <br />TOPSOIL MUST BE ANALYZED FOR FERTILIZER ELEMENTS PRIOR TO SEEDING. <br />IF THE SOIL IS FOUND TO BE PHOSPHOROUS-DEFICIENT, PHOSPHOROUS MUST <br />BE INCORPORATED INTO THE TOPSOIL DURING THE RESPREADING PROCESS. <br />ANY OTHER FERTILIZER ELEMENTS WHICH ARE DEFICIENT IN THE TOPSOIL <br />MAY BE ADDED AFTER ONE YEAR'S GROWTH OF VEGETATION AT A TIME OF <br />YEAR APPROVED BY THE DIVISION. <br />The Munger Canyon site is located in an area that normally receives less than <br />10 inches of precipitation annually. This may be detrimental to revegetation. <br />For this reason, the surface manipulation of the soils is to precede seeding. <br />Contour furrowing, for example, would protect the soil from erosion, as well <br />as enhance water-holding capacity and availability to vegetation. Salt Creek <br />Mining Company plans to rough the surface on areas to be broadcast seeded, but <br />intends to grade other areas. Thus, the following stipulation is necessary: <br />Stipulation No. 8 <br />WITHIN ONE YEAR OF PERMIT ISSUANCE, THE PERMITTEE WILL SUBMIT A <br />PLAN TO THE REGULATORY AUTHORITY FOR SURFACE MANIPULATION OF THE <br />SOILS TO ENHANCE MOISTURE RETENTION AND REDUCE EROSION DURING <br />RECLAMATION. THIS PLAN WILL BE REVIEWED BY THE DIVISION AND <br />INITIATED BY THE PERMITTEE DURING RECLAMATION. <br />With the acceptance of these stipulations,the operation is in compliance with <br />the requirements of this section. <br />XII. Vege to ti on Information - Rule 2.04.10 <br />The Division has reviewed the baseline vegetation information presented for <br />the Munger Canyon project (Section 4.8 of Volume I of the application). The <br />Division has determined that the information is adequate and the operation <br />is in compliance, with the following exceptions. <br />In the sampling program undertaken, insufficient numbers of samples were taken <br />to provide desired levels of confidence (p ~ .80 for non-herbaceous communities, <br />d= .10, « (2)), for the productivity of the Big Sagebrush, Juniper woodland, <br />Greasewood shrubland, and Shadscale shrubland communities. <br />The Salt Creek Mining Company Munger Canyon project contains the same vegetative <br />communities (with the exception of the Big sagebrush community) as, and is <br />Located contiguously to, the Salt Creek Mining Company McClane Canyon site. <br />Abiotic factors affecting the occurrence of vegetation communities are similar. <br />For this reason, productivity data from the two sites was compared to determine <br />if the communities of McClane and Munger Canyon were from differing populations. <br />It was statistically verified that the respective Munger and McClane vegetative <br />communities were not significantly different in terms of vegetative productivity <br />within the bounds of each vegetative community. Data from the McClane and Munger <br />sites were combined (within communities, between sites) and it was determined <br />that the combined data met adequacy requirements. <br />
