-3I- <br />The Colorado Division of Wildlife, U.S. Fish and wildlife Service and the Bureau <br />of Land Managerrent have expressed some concerns relative to wildlife issues at <br />the Munger Canyon Mine. These concerns are; 1) the adequacy of the raptor survey <br />in the permit application, 2) the docurrentation of road kill in the vicinity of <br />the mine, and 3) the pzesence of mule deer critical winter range in the vicinity <br />of the mine. <br />The U.S. Fish and Wildlife Service has requested that additional raptor infor- <br />mation be gathered and submitted for the area surrounding the mine. For this <br />reason, the following stipulation is required: <br />Stipulation No. 15 <br />THE PERMITTEE WILL CONDUCT AN AERIAL RAPTOR SURVEY WITHIN TWO <br />SEASONS OF PERMIT ISSUANCE. SEASONS ARE DEFINED AS THE PERIODS <br />BETWEEN JULY 1 RND JULY 15, 2983 AND BETWEEN JULY I RND JULY I5, <br />1984. THE AREA FOR THE SURVEY MUST INCLUDE ALL OF THE AREA <br />WITHIN A TWO MILE RADIUS OF THE MCCLANE CANYON AND HUNGER CANYON <br />MINE DISTURBED AREAS. THIS SURVEY IS TO BE CONDUCTED IN <br />CONJUNCTION WITH THE U.S. FISH AND WILDLIFE SERVICE RND RESULTS <br />MUST BE SUBMITTED TO THEM AND TO THE REGULATORY AUTHORITY WITHIN <br />30 DAYS OF COMPLETION OF THE STUDY. <br />Salt Creek Mining Company has verbally committed to conducting a road kill survey <br />for the Munger Canyon Mine area during it's operation. This study will commence <br />before the mine reaches a production of 149,000 tons per year. Details of <br />timing and reporting procedures for the study should be worked out under consul- <br />tation with the U.S. Fish and Wildlife Service and the Colorado Division of <br />Wildlife. The Division has requested that Salt Creek Mining Company commit to <br />this in writing. <br />Concern also arose regarding the mute deer critical winter range surrounding <br />the mine site. Development at the mine has been limited and future development, <br />as authorized by this permit, will be minimal. Salt Creek Mining Company is <br />advised that if the wildlife monitoring program shows that the operation is <br />adversely affecting wildlife use of the area, or if Salt Creek Mining Company <br />proposes any additional disturbance other than that which is approved for this <br />permit, consideration will have to be given to initiating a program for habitat <br />enhancement or manipulation. Any such program wi1Z be devised under consultation <br />with the Colorado Division of Wildlife and the Regulatory Authority. <br />No powerlines exist at the mine and none are planned for the future. Salt Creek <br />Mining Company has stated that a posted speed limit of IS mph will be enforced <br />at the mine to minimize the potential for vehicle-deer collisions. The crossing <br />over East Salt Creek has been designed to safely pass the required flow events <br />to avoid damage to the creek. The operation will not disturb any areas of <br />riparian habitat in the future. No pesticides will be used in this operation. <br />Shrub density revegetation standards are required by the Division to ensure the <br />recreation of big game habitat through reclamation. Specific details of shrub <br />density requirements are given in the Vegetation section of this document. <br />Stipulations have been attached to these findings to provide for the establishment <br />of shrub densities which will enhance wildlife habitat after the mine is <br />successfully reclaimed. <br />
