Mr. Charles Baldwin -2- January 28, 1994
Baldwin Resources, Inc.
2. The reclaimed slope lying south of pond 22-P17 exhibits evidence of erosion, as small rills
and gullies have developed. The Division proposes to plant various shrub and tree seedlings
on the reclaimed slope to encourage the establishment of vegetation and thereby reduce
erosion. Priority has been characterized as low.
3. The outlet of the secondary spillway of pond 15-P20 exhibits evidence of erosion from past
discharges. Pond 15-P20 had been previously approved to remain as requested by the land-
owner. The Division proposes to lower the elevation of the secondary spillway, regrade the
outlet of the secondary spillway, and replace the protective riprap lining of the secondary
spillway. The Division proposes to excavate the existing sediment. Priority has been
characterized as medium.
4. The embankment of pond 15-P1 had been breached along the primary spillway. Due to the
proximity of pond 15-P1 to the Del Agua Canyon road and the severity of the breach, the
Division had previously listed this reclamation item as high priority. The embankment was
repaired on September 22, 1993. Pond 15-P1 had been previously approved as a
permanent impoundment as requested by the landowner. The Division proposes to excavate
the existing sediment. Priority regarding excavating the remaining sediment from the pond
has been characterized as low.
5. The natural stream channel near the west end of the disturbed area exhibits evidence of
erosion, as the channel has eroded into a gully measuring 15 feet wide and 12 feet deep.
The gullied section extends for approximately 60 feet. The gully discharges its flow into the
roadside drainage ditch of Del Agua Canyon road. The roadside drainage ditch has also
been gullied. The Division proposes to regrade the steep walls of the gully to 3.OH:1.OV
slopes, repair the gullied roadside drainage ditch, and plant reclamation vegetation. Priority
has been characterized as medium.
6. The sediment containment ditch that conveys disturbed area drainage to pond 15-PS has
been breached at the location indicated on Map II. The resulting gully, eroded by the
escaped flow, measures 15 feet wide and 10 feet deep, and extends approximately 75 feet
downslope. The Division proposes to repair the sediment containment ditch and regrade the
steep walls of the gully to 3.OH:1.OV slopes and plant reclamation vegetation. Priority has
been characterized as low.
7. Pond 15-P8 has been previously approved as a permanent impoundment as requested by the
landowner. The Division proposes to leave the pond intact in its present condition.
8. Pond 22-P17 has been approved as a permanent impoundment as requested by the land-
owner. The Division proposes to leave the pond intact in its present condition.
9. Pond 15-P2 has been approved as a permanent impoundment as requested by the land-
owner. The Division proposes to leave the pond intact in its present condition.
10. The approved mine operations plan for the now revoked mine permit allowed drainage from
the canyon located on the south side of De! Agua Creek to be diverted to pond 15-P2 as
