<br />XVI. Operation Description - Rules 2.05.2. 2.05.3(1), 2.05.3(2), and 4.01 <br />The mine operation general description can be found in Section 2.05.2 of the <br />permit application. <br />The operation plan indicates all mining will be conducted during the first <br />five year permit term. The mining operation is divided into two phases which <br />constitute an area strip mining operation on either side of Engleville Gulch. <br />The first pit area will be fully reclaimed before Phase Two of the operation <br />begins. The coal reserves on either side of Engleville Gulch are considered <br />about equal so each phase would have a mine life of 1 1/2 to 2 1/2 years after <br />initial start up. The current proposed permit area includes N1/2 Section 29, <br />Township 33 South, Range 63 West. Production from the mine is estimated to be <br />30,000 tons per year for a total of 150,000 tons for the 5 year life of the <br />mine. <br />The proposed operation is in compliance with the requirements of this section. <br />XVII. Explosives - Rules 2:05.3(6)(a) and 4.08 <br />The surface blasting operation can be found in Section 2.05.3(6) and 4.08 of <br />the permit application. The operator has obtained the proper permits from the <br />Division of Mines. The proposed operation plan was reviewed by the Division's <br />geotechnical expert and no problems were noted. <br />The proposed operation is in compliance with the requirements of this section. <br />XYIII. 8ackfilling and Grading -'Rules 2:05:3(6)(b), 2:05:4(2)(a), <br />2.05.4(21(c). 4.09, 4.13 and 4.14 <br />The applicant has provided information on back filling and grading in <br />Sections 2.05.3(6), 2.05.4(a), 2.05,4(2)(a), 2.05.4.2(c). Back filling and <br />grading will be continuous throughout the permit term. The pit area will be <br />regraded to approximate original contour. There is going to be one temporary <br />stockpile of spoil material from the initial boxcut. The applicant has <br />provided sufficient analyses to demonstrate that the reclaimed surface will <br />meet the stability requirements of Rule 4.14.2(1)(b), <br />The proposed operation is in compliance with the requirements of this section. <br />XIX. Coal Processing-Waste and Non-Coal Processing Waste - Rules 2.05.3(8), <br />The applicant has provided information regarding a coal processing waste <br />disposal pile in Section 2.05.3(8) of the permit application. The pile will <br />be temporary and small. After manual screening, the coal processing waste <br />wil] be periodically returned to mined out areas of the pit, and mixed and <br />covered with overburden. <br />The proposed operation is in compliance with the requirements of this section. <br />_ 17 _ <br />
