CNAP:ERTWO <br />0.9encY Preferred flitematfue <br />Vegetation <br />• No Surface Occupancy (NSO) stipulations would apply to the ponderosa pine community, <br />identified as a remnant vegetation association (RVA), in the 25-30 yeaz mine panel. <br />• The pipeline corridor passes through a number of geographical azeas that have been <br />documented to be the locations of plant communities considered to be vulnerable or <br />imperiled in the state of Colorado and/or throughout their ranges (Figure 3.7-2 in the Draft <br />EIS). Potential impacts to these plant communities would be assessed in consultation with <br />the BLM on asite-specific basis based on final pipeline routing and specific known <br />community site locations. Should it be necessary to disturb these communities, BLM would <br />require the azeas to be revegetated with species indigenous to the site. <br />• American Soda would control noxious weeds at both the Piceance and Parachute sites in <br />accordance with the Major Development Permit issued by Rio Blanco County and the <br />Special Use Permit issued by Garfield County. <br />Wildlife <br />• American Soda would develop an educationallawazeness program for employees that <br />includes information on wildlife laws, wildlife hazassment and deer/vehicle collisions. The <br />information would be incorporated into employee orientation and training programs. <br />• American Soda would also develop (1) an effective disciplinary policy for dealing with <br />infractions of wildlife laws, including intentional harassment of wildlife, and (2) a policy <br />prohibiting employees from carrying firearms on the job site to reduce the opportunity for <br />illegal hunting. <br />Threatened and Endangered Plants <br />The BLM would implement stipulation NSO-8 of the White River Resource Area RMP <br />Record of Decision (BLM 1997) and not allow surface disturbance or surface occupancy <br />within habitat occupied by the Dudley Bluffs twinpod or the Dudley Bluffs bladderpod at the <br />Piceance Site. The BLM would require that no surface disturbance occur within 200 feet of <br />the outer edge of existing populations of Dudley Bluffs twinpod or the Dudley Bluffs <br />bladderpod unless a site specific analysis indicates that there is a low likelihood for deed or <br />indirect impacts. American Soda would establish these buffer zones and maintain them <br />through fencing or signs. <br />• American Soda would develop and implement a monitoring plan, approved by the BLM, that <br />establishes a baseline for the known populations of Dudley Bluffs twinpod or Dudley Bluffs <br />bladderpod within the lease area, is able to detect any significant changes in these <br />populations attributable to American Soda's operation, and ensures the adequacy of the <br />committed mitigation. <br />• American Soda would re-inventory unoccupied suitable habitat in each mine panel prior to <br />development of the mine panel.
