CHAPTERTWO <br />Agency Preferred Alfernadue <br />Movement of construction materials into the Parachute Site by rail would generate <br />approximately 3 rail cazs per day, or about 15 cars per week, starting in September 1999. Use <br />of the rail spur would reduce construction phase truck trips to the Pazachtiite Site by <br />approximately 6 to 8 truck trips per day. In total, it is estimated that 100 'to 150 rail cazs of <br />construction materials would be delivered to the Parachute Site between arbout September <br />1999 and summer 2000. <br />As stated in the Draft EIS (page 4-110), reactivation of the rail spur from the Parachute Site <br />to the Union Pacific main line along Interstate 70 would enable Americazr Soda to ship the <br />vast majority of its finished products by rail, as opposed to trucking product down County <br />Road 215. Rail service would be provided once a day by either the Union. Pacific raihoad or <br />the Burlington Northern railroad or both, and on either a 5-day (Monday through Friday) or a <br />6-day (Monday through Saturday) schedule. The raih oads' current plan calls for them to <br />normally do their switching between 6 p.m. and ] 0 p.m. American Soda's average daily rail <br />volume would range from 35 to 41 cazs per day based on a Monday to Friday switch <br />schedule. Empty rail cars would be brought to the plant site by the tail sr:rvice provider, and <br />loaded rail cazs brought back to the mainline. American Soda intends to have its own switch <br />engine at the plant site for moving cars azound within the site. Intro-plant switching would <br />occur on a 24-hour basis as needed. Trains associated with the Yankee Gulch Project would <br />travel at a maximum speed of 10 mph. The shipment of 35 to 41 rail caz loads per day would <br />be the equivalent of 140 to 160 truck trips per day on County Road 215. <br />2.2 ADDITIONAL MITIGATION <br />In addition to project modifications committed to by American Soda and the mitigation and <br />monitoring plans included in this Final EIS, the following mitigation measures aze incorporated <br />into the Agency Preferred Alternative to minimi~P adverse effects to the human and natural <br />environment. <br />Water Resources <br />The process ponds at both the Piceance and Parachute sites would be sampled quarterly per <br />the Wildlife Mitigation Plan to monitor the pond chemistry. In addition, the process ponds <br />would be sampled annually to characterize the pond water in the event o:f a release to ground <br />or surface waters. The pond water would be analyzed for the water quality parameters listed <br />in Table 3. <br />Air Quality <br />• American Soda would be required to operate the facilities at both the Piceance and Parachute <br />Sites in accordance with the respective construction permits to be issued by the State of <br />Colorado. These permits would specify allowable limits for emissions of pollutants and <br />require various emissions controls in accordance with Clean Air Act requirements. Air <br />emission source tests and monitoring would also be required under these permits. <br />2-4 <br />
